City Council <br />Meeting Minutes <br />March 17, 2015 <br />Page 9 of 31 <br />• Continue the City's long standing history of providing assistance for affordable housing <br />in Louisville (Lydia Morgan and Sunnyside) <br />• Help BCHA secure additional assistance from Federal and State programs <br />• Consistent with the City's Comprehensive Plan policies and principles on affordable <br />housing. <br />• Show support for Louisville businesses who see affordable' housing as obstacle in <br />recruiting and retaining employees <br />• Deliver portions of the street network identified in the 2013 Comprehensive Plan and. <br />Highway 42 Transportation Plan <br />Action Requested: Direction on financial assistance. towards BCHA's affordable <br />housing project at 245 North 96th Street. Staff will prepare an agreement for formal <br />action at a future meeting. <br />Mayor Muckle called for an applicant presentation. <br />APPLICANT PRESENTATION <br />Frank Alexander, Boulder County Housing Authority, noted he had no follow -up <br />presentation, but was available for questions. He thanked staff for their help in <br />incorporating the suggested changes. <br />Mayor Muckle called for public comment. <br />PUBLIC COMMENT <br />Justine Vigil- Tapia, 1201 Grant Ave., Louisville, CO voiced her support for the financial <br />assistance for the affordable housing project.. She saw a need for this type of housing <br />and asked Council to support this investrnent in our community. <br />Emie Villany, 1358 Caledonia Circle, Louisville, CO a resident of Ward 1 urged Council <br />to support the project. He was a member of the Louisville Housing Authority and <br />believed there was a need for the project and was consistent with the community <br />values. <br />Chip Bruss, 2727 Limestone Court, Superior, CO presented a Powerpoint on the <br />Louisville Artists Cohousing organization. The group started in 2013, based in <br />Louisville, has 270 members, 51 paid members with 50% Louisville residents. They <br />have a paid consultant; Jim Leach, who is the leading expert on cohousing projects in <br />the nation. Mr. Bruss reviewed the cost of the project ($8,664,000) and cost per <br />dwelling unit ($361,041) as well as the artist group's financial strength. The artist <br />cohousing group feels their members would not be subsidized by this project but would <br />be purchased with their own resources. The Louisville Artist Cohousing is paying for the <br />land, development, construction and property taxes, all from their own resources. <br />
