Call to Order- Helen called the meeting to order at 7:02 pm. <br />II. Roll Call - <br />Board Members Present: Mike Schantz, Helen Moshak, Christopher Smith, <br />Laura Scott Denton, Linda Smith, Spencer Guthrie, Missy Davis, Tom Davinroy <br />Board Members Absent: None <br />City Council Members Present: Jeff Lipton <br />Staff Members Present: Catherine Jepson, Ember Brignull, Joe Stevens, Harlan <br />Vitoff, Allan Gill <br />III. Approval of Agenda - <br />Linda moved to approve the agenda as written. Christopher seconded. The <br />motion was passed unanimously. <br />IV. Approval of Previous Meeting's Minutes — <br />Linda moved to approve the minutes from the previous meeting without <br />corrections or changes. Tom seconded. The motion was passed unanimousley. <br />V. Discussion Item: Acquisition Strategies - Panel Presentation by: Janis <br />Whisman, Boulder County Parks & Open Space; Joy Lucisano, Jefferson County <br />Open Space; and Sarah Parmar, Colorado Open Lands <br />These three panelists all work managing land acquisition for local agencies. <br />OSAB invited them to teach the board (and interested city staff) about how their <br />institutions manage issues of land acquisition. <br />First, the panel members described their positions and how their agencies were <br />organized: <br />—Janis Whisman (Real Estate Division Manager for Boulder County Parks & Open <br />Space). Her group manages all the land, water, and mineral acquisition for Boulder <br />County. Boulder County has 62,000 acres of open space and about 125 employees, <br />plus 80 -100 seasonal employees. Boulder County also has about 4500 acres of <br />conservation easements, spread over many properties. Janis' role is to be a "land <br />officer," who meets with landowners. Their division has several paralegals, who work on <br />mineral rights and access issues, particularly utilities requests. <br />—Joy Lucisano (Real Estate Coordinator for Jefferson County Open Space). Joy works <br />under the Planning Division of the County. Jefferson County Open Space department <br />has about 120 employees and that number doubles with seasonal hires. Jefferson <br />County has about 53,000 acres of open space in 29 parks.
