Louisville City Council Meeting
February 4, 2003
Page 2

Approval of Bills
Approval of Minutes (01/21/03)
Approval of Engineering Services for Raw Water Master Plan Update
Award Boulder County Youth Corps Contract

PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA

Russell Forrest, 272 Short Place, Louisville, CO addressed the City's trash removal
proposal and stated he is a self-employed trash hauler, and has been in business since
1984. He explained he has a small pick-up truck and operates the business solely by
himself. He stated his customer's are very loyal and he felt it would be unfair for the
City to choose a single trash hauler for the City.

Mick Mahoney, 5565 Ute Highway, Longmont, CO, established One Way Trash, a small
trash hauling business in Lyons, which services mountain communities around Boulder.
He reviewed the advantages of having multiple trash haulers: lower prices, choice, and
competition. He stated Glen Huey gave good service to the City of Louisville and he
questioned why the City is considering a single trash hauler. He stated there are more
important issues to be addressed by the City.

William M. Huey, 1245 Lincoln Avenue, Louisville, CO, voiced his satisfaction with his
current trash disposal service and requested he be allowed to continue with that company.
He stated he saw no purpose in the City regulating the trash disposal business.

Joseph Sikora, 245 Short Place, Louisville, CO, stated he owns a small trash removal
company and voiced his supports for small businesses.

Lyle French, 174 Cherrywood Lane, Louisville, CO, noted four different trash disposal
companies come through his neighborhood at different times. He addressed the single
hauler proposal and voiced his belief it would reduce the number of trucks in the
neighborhood. He voiced his support for recycling and a single trash hauler.

David Kloepfer, 505 Eisenhower Drive, Louisville, CO addressed the single trash hauler
proposal, and asked if there was a motion made by Council to initiate the proposal. If
such a motion was made, he requested a copy of the motion and the vote on the motion.

Davidson explained if Council decided to go forward with the single trash hauler
proposal, a public hearing would be conducted.

Brown explained the Council is reviewing the issue and proposals to investigate a single
trash hauler, and to date, no motion has been made, nor any votes cast. He asked City
Manager Bill Simmons to outline how the process began.

Simmons reported the Council discussed the issue at study sessions and the consensus
was to direct Staff to proceed with the proposal for a RFP for a single trash hauler.

2
