Louisville City Council Meeting <br />February 4, 2003 <br />Page 7 <br /> <br />Loo: More outreach to all the points of view: Examples: The Community Impact Fees <br />should be discussed with South Sub Area and more outreach should be given to the <br />opposition in the single trash hauler proposal. <br /> <br />Marsella: Handle the referendum election for the Library and Recreation Center <br />differently. Have smaller issues and more information detailing concrete dollar amounts. <br /> <br />Keany: In light of the drought situation and water restrictions last summer, what would <br />be your recommendation in terms of drought mitigation or water savings? <br /> <br />Loo: The citizens responded well to restrictions last summer and if the drought continues, <br />prohibit watering lawns in residential neighborhoods, but allow watering of trees and <br />shrubs. The golf course must be watered because there is a debt, which has to be paid. <br />Sports teams should be allowed to use parks because parks can be reseeded in the future. <br />If drought persists, more stringent water restrictions should be put into place. <br /> <br />Marsella: Residents should be warned early if the drought continues. If the Golf course <br />watering becomes an issue, it should be discussed early in the season. The City should <br />participate in approaches to water conservation. <br /> <br />Sisk: In the role of City Council member, how would you deal with giving direction to <br />the City Staff?. <br /> <br />Loo: City Council has the right to set policy and direction for Staff, and it is the Staff's <br />responsibility to carry out those directives. <br /> <br />Sisk: How would you give direction to the Fire Chief?. <br /> <br />Loo: Confer with City Manager and not proceed without Council approval. <br /> <br />Marsella: City Council provides policy and direction to the City Staff. Only interact <br />with Staff for information through the City Manager. As the Fire Chief is not part of the <br />City Staff, approach in friendly conservation. Council cannot micromanage government. <br /> <br />Davidson: Comment on the City's policy of fiscal soundness during the recession. <br /> <br />Marsella: Concurred with the City's policy. Because of the Council's fiscal policies, the <br />City is in good financial shape, despite lower sales tax revenues. <br /> <br />Loo: City Council has been incredibly fiscally responsible. She would not make <br />changes. <br /> <br />Davidson: What are your views on open space land management? <br /> <br />7 <br /> <br /> <br />
