Simmons stated that that is part of the negotiations. <br /> <br />Council directed staffto continue with the negotiations. <br /> <br />DISCUSSION - PROPOSED 1996 BUDGET <br /> <br />1996 COUNCIL GOALS <br /> <br />Bill Simmons, City Administrator, stated that as they go through the budget and receive feedback, <br />the goals, which were set in June, will be adjusted accordingly. <br /> <br />Mayer asked that the continuing goal on bike lanes be added in. <br /> <br />Simmons stated, concerning the first item under Financial AAA, that the mill levy had already been <br />reduced this year in response to the Tabor Amendment and growth. Concerning the second item, the <br />date should be 1986 GO Water bonds. He continued to review the goals. <br /> <br />Mayer felt that, since the City had gone more to contracting of labor, there needed to be some way <br />to account for contract labor in personal services. <br /> <br />Simmons stated that contract services are in the budget, but they could be segregated out and <br />described better as an object. <br /> <br />REVENUE OVERVIEW <br /> <br />Dianne Ray, Finance Director, gave an overview of the revenues and proposed budget. <br /> <br />Simmons commented that the 1995 budget projection was very aggressive in predicting sales tax <br />growth. Budget projections have not been met this year, so there needed to be an allowance for <br />catching up on the gap of what was projected in 1995. That will be accounted for in the 1996 budget. <br /> <br />Paul Wood, Planning Director, projected an additional 36 building permits before the end of 1995, <br />for a total of 89 single-family permits. <br /> <br />Davidson pointed out that Ponderosa and the Meadows at Coal Creek Subdivisions are at a virtual <br />stand-still and may end up with zero building permits in 1996. He suggested that the total number <br />of projected permits should be reduced by 31 (particularly the five projected for Ponderosa). <br /> <br />Ray asked if Council was comfortable with the 81 projected building permits for 1996 with all of <br />these deductions taken out. <br /> <br />Davidson recounted that there were five at Ponderosa, 26 at the Meadows at Coal Creek, and four <br />Gateway. <br /> <br /> <br />
