Stahl stated that most of Hecla Lake water is <br />owned by the City of Lafayette and the size of the <br />lake will be diminishing over a period time. At <br />the time of subdivision, the City will determine <br />how that area will be treated. At the time of <br />PUD, landscaping and final roadway design will <br />also be determined. <br />Ms. Rodriguez stated that she contacted the <br />Lafayette planning department and reviewed copies <br />of their comprehensive plan. The roadway shown on <br />the Development Plan running from South Boulder <br />Road to Centaur Village in Lafayette was designed <br />and placed in that particular configuration to <br />maximize the benefits of the entire plan with the <br />lake being a major amenity. Those houses in <br />Lafayette would have their backyards facing this <br />roadway. <br />Mayor Fauson re-opened the public hearing and <br />asked for anyone wishing to speak to this issue. <br />Two people from Lafayette spoke who maintain a <br />residence bordering the Pow Wow property to the <br />northeast. They have concerns regarding the <br />placement of the roadway and are asking for <br />additional buffering. Council reassured those <br />residents that this issue would be looked at <br />carefully at the time of PUD. <br />Sackett commented that he would be more <br />comfortable if the road did provide for "at least <br />one row of houses on the eastern side of the <br />property." Stahl responded by stating that it <br />would be inconsistent with guidelines for PUD's <br />and residential areas as our guidelines do not <br />provide for residential single family <br />houses fronting on major collectors. <br />Franklin stated that Louisville planning staff is <br />working diligently to have this area developed in <br />such a way as to be compatible with Lafayette's <br />plans for the area and will continue to watch for <br />any changes to their comp plan and evaluate that <br />impact on this development with regard to final <br />roadway design. <br />Mayor Fauson closed the pubic hearing and called <br />for a motion. <br />Mayor Fauson moved and Ferrera seconded to adopt <br />Ordinance #986, Series 1989. By Roll Call Vote, <br />the motion passed 6-0-1 with Anderson abstaining. <br />5 <br />
