Stahl stated that most of Hecla Lake water is
owned by the City of Lafayette and the size of the
lake will be diminishing over a period time. At
the time of subdivision, the City will determine
how that area will be treated. At the time of
PUD, landscaping and final roadway design will
also be determined.
Ms. Rodriguez stated that she contacted the
Lafayette planning department and reviewed copies
of their comprehensive plan. The roadway shown on
the Development Plan running from South Boulder
Road to Centaur Village in Lafayette was designed
and placed in that particular configuration to
maximize the benefits of the entire plan with the
lake being a major amenity. Those houses in
Lafayette would have their backyards facing this
roadway.
Mayor Fauson re-opened the public hearing and
asked for anyone wishing to speak to this issue.
Two people from Lafayette spoke who maintain a
residence bordering the Pow Wow property to the
northeast. They have concerns regarding the
placement of the roadway and are asking for
additional buffering. Council reassured those
residents that this issue would be looked at
carefully at the time of PUD.
Sackett commented that he would be more
comfortable if the road did provide for "at least
one row of houses on the eastern side of the
property." Stahl responded by stating that it
would be inconsistent with guidelines for PUD's
and residential areas as our guidelines do not
provide for residential single family
houses fronting on major collectors.
Franklin stated that Louisville planning staff is
working diligently to have this area developed in
such a way as to be compatible with Lafayette's
plans for the area and will continue to watch for
any changes to their comp plan and evaluate that
impact on this development with regard to final
roadway design.
Mayor Fauson closed the pubic hearing and called
for a motion.
Mayor Fauson moved and Ferrera seconded to adopt
Ordinance #986, Series 1989. By Roll Call Vote,
the motion passed 6-0-1 with Anderson abstaining.
5
