Mayor Fauson opened the public hearing. <br />Franklin explained that the City Clerk received <br />petition from three property owners for annexation <br />of approximately 1100 acres of land located south <br />and west of the City of Louisville. At the March <br />7th meeting City Council referred the matter to <br />Planning Commission. A public hearing was set for <br />tonight, April 20, 1989 by Resolution #8, 1989. <br />Franklin explained that Frontier Sand & Gravel <br />Inc. is under contract to purchase most of the <br />property and is requesting annexation under <br />Ordinance #987 and Ordinance #988 is for the <br />zoning of the property known as Hillandale. The <br />applicant, Frontier Sand & Gravel, Inc. has <br />requested that the property be zoned PCZD-Planned <br />Community Zone District. Proposed uses of the <br />property will include industrial, commercial, <br />agricultural and open space uses, subject to <br />approval of a General Development Plan to also be <br />considered tonight by Council. <br />The General Development Plan outlines major <br />designated land uses with the districts which <br />include solid waste disposal facility and <br />accessory uses and a gravel extraction operation <br />and accessory uses. The Coal Creek flood plain <br />with be preserved for open space and trail <br />corridor. Negotiations were initiated during the <br />referral process with Boulder County to jointly <br />acquire Parcels B, C and D for open space <br />purposes. The City's share of the cost will be <br />paid solely out of landfill revenues - no other <br />City funds will be used. The gravel extraction <br />operation will still be permitted on Parcel B as <br />proposed. <br />Franklin stated that the applicants are present to <br />give a detailed explanation of the proposed uses <br />and staff is requesting time at the end of their <br />presentation to provide additional information. <br />APPLICANT PRESENTATION: <br />Ken Dell, planner with Rocky Mountain Consultants, <br />is representing the applicant, Frontier Sand and <br />Gravel Corporation, gave a detail of the <br />annexation and use of the property. Mr. Dell <br />explained that all requested uses are subject to a <br />review process of the City and approval by City <br />Council. <br />Mr. Dell stated that the proposed gravel operation <br />is regulated by State regulations and the primary <br />market for the product is projected to be south <br />and southeast of the site.
