• <br />City Council <br />Meeting Minutes <br />December 21, 2010 <br />Page 11 of 11 <br />Mayor Sisk requested a Staff presentation. <br />City Manager Fleming explained the agreement and scope of work from TischlerBise <br />Inc. concems an update to the current Impact Fee and Study completed in December of <br />2006. The 2006 study and the impact fee ordinance specify a review should occur every <br />5 years. The update will focus on Parks and Open Space, Library, Recreation and <br />Transportation impact fees to determine adjustments based on current land use <br />forecasts and future capital facility needs and service levels. The study will evaluate <br />different allocation methodologies, conduct funding and cash flow analysis and prepare <br />impact fee report/presentations. The update also includes charges for a Liaison <br />(Stakeholder) Committee, which was utilized in the 2006 study. TischlerBise anticipates <br />it will take approximately three months to complete the Study, with a final document <br />available for distribution by spring. The cost of the study is $43,540. <br />COUNCIL COMMENTS <br />Mayor Sisk inquired why the Council is being asked to approve a sole source contract <br />for the work. City Manager Fleming explained TischlerBise and its predecessors <br />completed the City's first 2 impact studies. TischlerBise has specific knowledge and <br />information about the City's current impact fees and methodology based on this past <br />work. As a result, they can complete the work effectively, efficiently and economically. <br />Deputy City Manager Balser noted the last study cost the City $100,000. <br />MOTION: Councilor Sackett moved to approve an independent contract agreement with <br />Tischlerbise to update Impact Fee Study, seconded by Councilor Yarnell. Roll call vote <br />was taken.
