City Council <br />Special Meeting Minutes <br />January 10, 2012 <br />Page 5of9 <br />stretched too thin is also a weakness as well as getting young people to run for <br />office. <br />John Leary, 1116 LaFarge Avenue, Louisville, CO listed one of the City's <br />greatest strengths is the passage of the use tax. Others include the availability of <br />commercial land and the economic recovery from 2008. He noted the recovery <br />has been slow, but there should be an expectation the economy will get better. <br />Sam Winslow, 799 Night Hawk Circle, Louisville, CO identified threats to the City <br />as its aging infrastructure and lack of energy audits for buildings. His list of <br />weaknesses included a lack of the following services: trail connectivity to <br />Boulder, walking and bicycle paths and a climbing wall at the recreation center. <br />GOALS AND OBJECTIONS <br />KEY ISSUES OF THE CITY'S HIGHEST GOALS AND OBJECTIVES FOR 2012 <br />AND BEYOND <br />Once the SWOT conversation was complete, City Manager Fleming asked <br />Council to state their highest goals and objectives which are specific, measurable <br />and achievable. The goals could be fairly broad in nature and total no more than <br />20 goals. <br />Council discussion centered on Goals and Objectives and fifteen goals were <br />identified. <br />COUNCIL DISCUSSION <br />Mayor Muckle listed his priorities as the passage of the open space tax, trail <br />connections, open space, historic preservation public outreach, Board and <br />Commission collaboration, a review of policies, economic development and <br />redevelopment of the Highway 42 area. <br />Councilor Keany added the implementation of the Downtown Parking and <br />Pedestrian Plan, completion of the Comp Plan Update, and the Recreation <br />Center Master Plan. <br />Councilor Loo added examining capital projects to prioritize long -term expenses <br />and focusing on core services. Councilor Yarnell added stabilizing sales tax. <br />It was noted energy efficiency audits are not on the list of goals because the City <br />has a facility manager. With regard to the aging facilities, the City has a Water <br />Master Plan, which outlines a management plan for a 15 to 20 year period and a <br />Wastewater Master Plan will be drafted this year. There is a Golf Course <br />Improvement Plan and a Parks Master Plan. Additionally, a Trail Connectivity <br />
