It would provide for head -in <br />parking and a drive aisle. <br />Council member Stolzmann stated part of Mr. Caranci's property is within the diagram. <br />Mr. Caranci confirmed it was. Planning and Building Safety Director Russ explained the <br />railroad did not present Mr. Caranci's property to the City, nor did the City present the <br />Caranci property to the railroad. The City does not want to affect Mr. Caranci's lease. <br />The leasing diagram illustrates what the City would lease from the railroad, which is <br />north of the Caranci property. He noted the fence line would be pulled back to that <br />location. <br />Council member Loo referred to the scale of the diagram and noted 600' would end at <br />Mr. Caranci's lease. Mr. Caranci was interested in knowing where the 600' ended. <br />City Manager Fleming stated the provision in the agreement still needs some editing. <br />What the City received from the railroad is a work in progress. The diagram does not <br />reflect the lease agreement with Mr. Caranci and the railroad should be informed. He <br />requested the City Council authorize the Mayor, City Manager and staff to finalize the <br />agreement to be consistent with Council's direction. <br />Council member Loo noted Mayor Pro Tem Dalton measured the area and it is 600' into <br />Mr. Caranci's property. Mayor Muckle agreed it is important to get the details right, but <br />also felt it is important to move the process along. <br />MOTION: Mayor Muckle moved to approve Resolution No. 26, Series 2015, seconded <br />by Council member Loo <br />Council member Stolzmann agreed with moving the process along, but was also <br />concerned about the issue of the fence along the east side. She felt there was still a lot <br />of work to be done. <br />VOTE: Roll call vote was taken. The motion carried by a vote of 7 -0. <br />CITY —WIDE MARGINAL COST FISCAL MODEL <br />Mayor Muckle requested a staff presentation. <br />Planning and Building Safety Director Russ explained the Council directed staff to <br />contract with TischlerBise, Inc. to develop a new marginal cost fiscal impact model. The <br />model has been developed over the last six months and reviewed by the Finance <br />Committee, who had questions about capacity and various staffing. Mr. Bise will <br />provide an overview of the fiscal model and answer the Finance Committee's questions. <br />Staff asked for Council direction on proceeding with the fiscal model in order to finalize <br />the companion model for development. <br />45 <br />
