Mohr moved and Ferrera seconded to ratify the <br />Louisville Comprehensive Plan, 1989 Update and <br />Summary, and to approve the expenditure of <br />additional funds for printing. By Roll Call Vote <br />the motion passed 5-0. <br />OTHER: None. <br />PUBLIC COMMENTS: <br />Grazing Lease Jeffrey Warembourg, 925 South 96th Street, <br />presented Council with a grazing lease stating <br />that he had talked with the former Community <br />Services Director about the lease and later talked <br />to Mr. Stahl. Mr. Warembourg stated he has never <br />received an answer from the City Administrator as <br />to whether the lease would be approved. <br />Stahl explained that a public notice for a grazing <br />lease had been advertised by the former Community <br />Services Director in the Boulder Camera. <br />Proposals were to be submitted by May 22, 1989. <br />Prior to that date, Larry Lillo, the former <br />Community Services Director, discussed with him <br />whether or not it was the City's desire to lease <br />various open space parcels for grazing within the <br />City. Stahl informed Lillo that it was <br />appropriate to place a public notice so that any <br />potential users would be on the same basis in <br />terms of making a proposal to the City. Lillo had <br />been talking to Mr. Warembourg regarding parcels <br />of open space for grazing and a draft lease had <br />been prepared in the Community Services Department <br />that was forwarded to Stahl which he found <br />unacceptable. The City Attorney reviewed the <br />draft lease who also concurred that it was an <br />unacceptable document. Neither the City Attorney <br />nor Stahl were aware that the public notice had <br />been placed in the newspaper. Bid documents had <br />not been prepared for potential users that would <br />give people a basis to submit a proposal. Mrs. <br />Warembourg contacted Stahl and he advised her that <br />their grazing lease proposal would not be accepted <br />based on the fact that there bid documents had not <br />been prepared by the Community Services Department <br />and he could not recommend to Council to award <br />this proposed lease for this year. Other people <br />had contact Stahl and he had indicated to them <br />verbally that no proposal would be accepted at <br />that time. Stahl stated that if the City had not <br />prepared bid documents, proposals for grazing <br />leases couldn'ti~evaluated or awarded on an <br />equitable basis. Although it is unfortunate that <br />the Warembourg's had prepared a proposed lease <br />agreement based on discussions with Mr. Lillo, <br />4 <br />
