program. The total issue, $5,700.00, is rated AAA <br />and insured. Stahl explained that Russ Caldwell, <br />Kirchner Moore, will be present at second reading to <br />answer questions regarding the restructuring/ <br />refunding proposed. <br />Carnival stated that the Finance Committee looked at <br />this proposal and recommend Council approval. This <br />Council has been very aggressive in purchasing water <br />rights with the limited funds available. "With this <br />added money, it will put us in a better position to <br />go out and get some of the bigger blocks that may be <br />coming up that we wouldn't have a chance to do with <br />our current CIP program." <br />Mayor Fauson moved and Carnival seconded to place <br />Ordinance #997, Series 1989, out for publication and <br />a public hearing set for October 3, 1989. Motion <br />carried 5-0. <br />OTHER None. <br />PUBLIC COMMENTS None. <br />COUNCIL COMMENTS AND COMMITTEE <br />REPORTS Anderson stated that the Consortium of Cities <br />met in Lyons regarding the 5-Year Review and Update <br />of the Boulder County Comprehensive Plan and other <br />land related issues in Boulder County. Franklin <br />attended the meeting with Anderson. Boulder is <br />presenting a ballot issue in November to increase <br />their sales tax by four tenths of a cent to purchase <br />open space. Parcels identified as being considered <br />to purchase as open space were not discussed at the <br />meeting, however, Anderson stated that it is his <br />understanding that some of the parcels were very <br />close to Lafayette/Louisville. Anderson suggested <br />that Louisville should enter into a discussion with <br />Boulder regarding the parcels they may be <br />considering. <br />This and other land use issues were discussed at <br />this meeting and Anderson feels it important that <br />Louisville stay on top of boundary questions as <br />relate to cities in the County and the County's <br />ability to maintain some control/input on aggressive <br />land acquisition. <br />Stahl explained that staff, as well as the Mayor, <br />have talked with other cities regarding boundary <br />issues and some cities are open to discussions, <br />others aren't. CML has a task force working on a <br />municipal annexation law to present to the <br />legislature and Stahl is serving on this committee <br />4 <br />
