Construction is approximately $12,000. Staff, with
the unanimous consent of the Advisory Committee,
requests authorization to proceed with the design
development, and bid the proposed schematic design
showing a base bid of the interior renovations and
add alternates for the entry and elevator features.
Jay Midyette detailed the plans for the library and
Council discussed various aspects of the layout and
construction.
Stahl recapped the entire library budget. The
purchase price of the building was $625,000 and
initially budgeted $150,000 for the renovation which
included $15,000 for architectural and engineering,
$35,000 for Capital Equipment, and $100,000 for the
first phase remodeling. This proposal is design to
include three alternatives (the exterior remodeling,
the elevator and the interior remodeling) to
identify the exact costs for each and then allow
Council's consideration of each alternative. Also,
staff is discussing with the state a possible grant
for the elevator. Additional dollars that may be
needed should Council consider funding any of the
identified alternatives are available in the sales
tax CIP that was created as a result of the sales
tax increase approved in March, 1989, as there
proposes to be a fund carry-over balance from 1990
to 1991 in excess of $400,000.
Mohr stated that he feels it appropriate to identify
the cost of the alternatives stated and then some
real hard decisions can be made once Council knows
what the real dollars are.
Carnival thanked those people involved in this
project and supports this proposal to identify
costs.
Mohr moved to approve final design authorization to
bid Phase I Library Improvements. Carnival
seconded. Motion carried 5-0.
Bob Tofte, member of the Library Board and Advisory,
Committee, stated that the Board supports the
schematic design for the new Library and thanked the
staff and Council for their involvement and support
in this project.
APPROVAL OF COLOR SELECTION - COAL CREEK CLUB
HOUSE Delayed until November. 8, 1989.
5
