RESOLUTION #25, SERIES 1989 - LEAF <br />GRANT/CONTRACT Read by title only, Resolution #25, Series 1989, "A <br />Resolution by the City Council of the City of <br />Louisville, Colorado approving the Law Enforcement <br />Assistance Fund (LEAF) contract with the State of <br />Colorado, Department of Highways, Division of <br />Highway Safety." <br />Leesman informed Council that the Police Department <br />has submitted an application to the Colorado <br />Division of Highway Safety, Department of Highways <br />for continuing a LEAF project in 1990 for the <br />prevention of drunken driving and the enforcement of <br />laws pertaining to the driving under the influence <br />of alcohol or drugs. This resolution, required by <br />the State of Colorado, formally approves the <br />contract and authorizes the Mayor's signature to <br />indicate such approval. <br />Leesman stated that this has been a very successful <br />program and the expenditure has been identified in <br />the proposed 1990 budget. <br />Anderson asked for clarification of the statistics <br />regarding DUI arrests. Leesman stated that there <br />were 94 arrests in 1987, and 108 arrests in 1988 and <br />year to date in 1989 there have been 110 arrest. <br />Mohr moved and Mayor Fauson seconded to adopt <br />Resolution #25, Series 1989. By Roll Call Vote, the <br />motion passed 5-0. <br />SET PUBLIC HEARING FOR BUDGET <br />ADOPTION Asti-Caranci explained that according to Colorado <br />State Statutes, City Council is required upon <br />receipt of the proposed budget to publish a notice <br />containing information stating that the proposed <br />budget is open for inspection, the place where the <br />proposed budget may be examined, the date the budget <br />will be considered for adoption, and any interested <br />taxpayer may express objections any time prior to <br />final adoption of the budget. Staff is recommending <br />Council set a public hearing for budget adoption on <br />November 8, 1989. <br />Mayor Fauson moved and Carnival seconded to publish <br />a public notice setting a public hearing for budget <br />adoption on November 8, 1989. Motion carried 5-0. <br />OTHER: <br />AUTHORIZATION TO REQUEST EQUIPMENT QUOTATIONS FOR 1990 CAPITAL IMPROVEMENTS <br />PROGRAM FOR LIBRARY Stahl explained that pursuant to the sales tax bond <br />issue, $35,000 was budgeted for the purchase of <br />furniture, fixtures and equipment for the new <br />library.
