Sackett asked that the citizens become aware of the <br />issues and asked that people contact their <br />representatives so that a consensus can be developed <br />so that voice can be heard at the November 30th <br />public hearing. <br />Sackett feels it is possible that Louisville could <br />use the dollars put into Dillon Road and 96th Street <br />as seed money to develop the link between the <br />Turnpike and the airport. This would help develop a <br />bond for that link and in-turn, use tolls to pay for <br />that bond. That would provide a way to put in W-470. <br />The 20-year MTDC Plan does not have enough money in <br />of itself to connect Lauisville to the airport, even <br />if done on Dillon Road which is a major concern for <br />Sackett. 20 years is a long time to wait for funding <br />for improvements and the entire 10-year project <br />should be a bonded project and should be built <br />simultaneously -- the regional roadways, the freeway <br />systems and mass transit should be done in a <br />coordinated way so that, mobility is improved in a <br />timely manner. <br />Sackett asked the Mayor establish a work session to <br />have present and new Councilmembers to come to a <br />consensus as to what the approach should be in this <br />regard and asked for citizen input immediately. <br />Sackett believes that then Louisville should go to <br />Lafayette and Broomfield and get them in line with <br />our beliefs to bring the facilities needed and wanted <br />in our respective communities. <br />Mayor Fauson stated that he just received information <br />from the MTDC regarding this issue and feels that a <br />study session would be the best method for coming to <br />a consensus to be heard at the November 30th public <br />hearing. Mayor Fauson asked that the Mayor Pro Tem <br />conduct the meeting on Wednesday, November 29th, at <br />7:00 p.m. as the Mayor will be out of town. <br />PUBLIC COMMENTS <br />Kevin Howard, Councilman-Elect in Ward II, asked to <br />address Council stating that he has two concerns with <br />Sackett's comments regarding economic development as <br />it relates to the airport. Howard sited an article <br />in "Science Magazine" wherein a report about airports <br />stated that (of all the airports that were built in <br />the United States) building a new airport next to an <br />old one or in the same city where an airport already <br />exists, there have only been one or two instances <br />where the old airport was given up, and that unless <br />the new airport was situated in a place that already <br />contained commercial development, only a movement of <br />commercial development occurred that existed at the <br />4 <br />
