time -- new commercial development was not added to <br />the area. Howard stated that historically new <br />commercial development will not necessary occur by <br />virtue of the new airport and may not bring money <br />into Louisville regardless of whether we are <br />connected directly to the airport by a beltway of <br />some type. <br />Howard asked that Council get some idea of what this <br />means to the citizens of Louisville -- how much money <br />is actually going to come in, what does Denver think <br />its new commercial ventures are going be, how are <br />they backing up their numbers, and how does that <br />directly affect the citizens of Louisville. Howard <br />also asked if this bond issue comes through, how much <br />is it going to increase the current debt that the <br />City is currently in and is it going to decrease the <br />City's ability to perform other tasks. Thirdly, <br />Howard asked if Louisville has a problem with getting <br />to Denver, what is the best, most cohesive way, of <br />solving that need. <br />Howard stated that he talked to approximately 300 <br />people in his campaign in Ward II and a big concern <br />that citizens had was that the W-470 Authority has <br />members on it that could benefit economically from <br />that Authority. "People really do not want a <br />situation where there is even a glint of economic <br />gain by other than the City as a whole. So I think <br />as you are addressing some of these problems, that <br />problem must be addressed also." Howard asked that <br />as everyone is going through the study sessions, some <br />of these questions be answered. <br />Sackett stated that these questions are very <br />important and should be asked and will try to help <br />find information to help answer the questions. <br />Sackett wanted to make clear that the MTDC is not the <br />Authority and it is possible that if we make this a <br />part of their plan that we can utilize the MTDC <br />instead of the Authority. "I want to make clear that <br />the MTDC does not embody the W-470 Authority and as a <br />matter of fact, I think this might be the exact <br />mechanism we are looking for to deal with the <br />regional transportation system in a more equitable <br />way so that there is no chance that the freeway will <br />be influenced improperly by developers. There are <br />no developers that I know of that are on the MTDC." <br />Sackett reiterated Howard's comments and concerns by <br />stating that it is important to determine if the <br />airport be an economic benefit to Colorado and if it <br />is, what is Louisville's best method of taking <br />advantage of that economic development in Louisville. <br />5 <br />
