City Council <br />Meeting Minutes <br />May 26, 2015 <br />Page 9 of 12 <br />Mayor Muckle suggested adding customer service to 3.1 - Improve existing preservation <br />operations and customer service. <br />Mayor Muckle called for public comment, hearing none, asked for Council comment. <br />MOTION: Mayor Pro Tem Dalton moved to approve the goals and objectives as the <br />Council has suggested them to be modified, seconded by Mayor Muckle. All were in <br />favor. <br />COUNCIL COMMENTS <br />Mayor Pro Tem Dalton addressed the Federal Historic Preservation program and the <br />Local Historic Preservation program. He suggested the Council select a significant year <br />in which to end the period of architectural significance rather than the end of a decade. <br />This would not preclude a preservation effort in the future, flexibility could be <br />maintained. He stated subscribing to the continuous rolling 50 year period results in no <br />real standard for what is historic in the City of Louisville. This could result in endless <br />spending of tax dollars and using up the Historic Preservation Fund which by rights <br />should cease being funded when it sunsets in 2018. He suggested Council direct staff <br />to bring forward three dates for Council consideration, which would end the period of <br />historic significance in the City of Louisville. <br />Mayor Muckle was willing to let staff and the consultant come back with their thoughts <br />on this suggestion. He did not support telling staff they must bring back a date certain, <br />but supported having staff bring back some of the information Mayor Pro Tem Dalton <br />suggested. <br />Mayor Pro Tem Dalton felt proceeding with a date certain instead of the rolling 50 years <br />could limit the amount of work. <br />Council member Lipton generally supported Mayor Pro Tem Dalton's comments. He felt <br />this is something which could be explored periodically by the City Council. He did not <br />see the benefit of preserving the subdivisions of the 70's, 80's and 90's as historic. He <br />favored setting a date with real consideration to what is the historic past and then doing <br />that well. <br />Mayor Muckle stated the HPF is designated to be spent in the Historic Downtown <br />Overlay. He noted this could cut both ways, with the potential to take away property <br />rights by not letting someone take advantage of federal resources by not allowing <br />landmarking of their home. <br />Mayor Pro Tem Dalton asked staff if a date ending the historical period in the City would <br />preclude a property owner from seeking a state or national historical registry. Planner I <br />Trice explained it would not preclude a Louisville property owner, but it would be more <br />difficult.
