City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page 21 of 34 <br />majority of comments received at two community design workshops. Three different <br />mixed use types were defined to meet the needs of the different areas and alternatives: <br />The Mixed Use: Employment focuses on office uses (minimum of 60 %), with residential <br />uses allowed conditionally based on criteria, senior, affordable, etc.) and meets fiscal <br />and community design goals. The Mixed Use — General type allows both retail and <br />office commercial development, with at least 40% of floor area required to be retail to <br />encourage developments to incorporate ground -floor retail. Residential is again allowed <br />with the same conditions. The Mixed Use — Retail type does not allow residential and <br />has the same 40% minimum requirement for retail. <br />Currently, there are 516 residential units, approximately 200,000 sf of office and <br />370,000 sf of retail land uses identified in the areas of change. Current zoning in the <br />corridor would allow up to 1,117 residential units, 1.2 million sf of office and 550,000 sf <br />of retail. Buildings are allowed up to 3 stories. Waivers may be requested through the <br />Planned Unit Development (PUD) process. Land area allocated to residential land uses <br />represents 34% of the areas of change. Retail and office represent 16% and 9% of the <br />land area respectively. <br />COUNCIL COMMENTS <br />Council member Keany inquired about a note on the slide implying first through third <br />stories by right, waiver requests allowed. He asked if the waiver was for the fourth <br />story. Planning and Building Safety Director Russ noted it could be any ,number of <br />things including a fourth story. <br />Council member Lipton inquired about the current zoning for residential. Planning and <br />Building Safety Director Russ explained the Coal Creek Station Preliminary PUD <br />minimum allowance included 12 units per acre and a maximum of 20 per acre, which is <br />included in the 490 units. <br />Council member Lipton asked for clarification on the 231 allowed units. Planning and <br />Building Safety Director Russ explained Boulder County Housing Development General <br />Development Plan allows 231 units. <br />Council member Lipton inquired whether the units may not include those approved. <br />Planning and Building Safety Director Russ responded yes and explained because <br />those units have not been built, but will be held in reserve until they are built and noted <br />a Preliminary PUD lasts only one year, while Final PUDs last three years. <br />Council member Leh addressed the alternatives and inquired whether Council will have <br />to decide on one alternative. Planning and Building Safety Director Russ explained the <br />altematives provide a study of different land mixed uses. The intent of the design <br />process is to look at the three alternatives and present evidence to the public on the <br />
