City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page 20 of 34 <br />Council not initiate discussion on this matter this evening, but would allow the public to <br />speak. He noted this will not be the last chance for the public to speak on this matter. <br />Planning and Building Safety Director Russ stated the City is currently working on the <br />South Boulder Road Small Area Plan. The goal of the South Boulder Road Small Area <br />Planning work is to develop a land use and public infrastructure plan with community <br />support and provides a reliable roadmap for both public and private investments in this <br />important corridor. The study area for the project is along South Boulder Road from <br />Via Appia to the east City limits with Lafayette, and Highway 42/96th Street from Coal <br />Creek Station to the north City limits at Paschal Drive. This planning effort is divided into <br />five phases: desire, discovery, design, discussion, and documentation. <br />1. Desire — Use community outreach to solicit and document the community's <br />expectations for the corridor and identify specific measures of success (character <br />traits, fiscal performance, transportation system effectiveness, etc.) that will be <br />used to ensure those expectations are met; <br />2. Discover — Analyze the corridor and document the existing performance (zoning <br />build out, fiscal performance, transportation performance) of the corridor to <br />establish a baseline for future comparisons; <br />3. Design — Outline, with community input, altemative land use and infrastructure <br />scenarios for consideration by the community; <br />4. Discussion — Test and refine alternative land use and infrastructure scenarios <br />with the community and develop a preferred land use and infrastructure scenario <br />(the Small Area Plan); <br />5. Documentation = Translates the Small Area Plan into zoning amendments and <br />potentially design overlays incorporated into the Louisville Municipal Code. <br />6. Staff has completed the first two steps (Desire and Discovery) of the South <br />Boulder Road five step community outreach process. We are now at the <br />culmination of the "Design" phase of the project. <br />Staff worked with the community on the desire and discovery phases and is now looking <br />at the design opportunities within the corridor. From the desire phase the strengths, <br />opportunities and threats were identified. From public comments, the alternatives have <br />been outlined for study. The three alternatives study will look at the 1) Character and <br />design of the development; 2) Changes to property rights; 3) Fiscal impacts; 4) Traffic <br />impacts; 5) Public costs; 6) School impacts; and 7) Evaluated against the measures of <br />success. <br />Alternatives: Staff and consultants analyzed the corridor to identify areas likely to <br />change based on market pressures in the next 20 years. These areas were mapped for <br />two reasons: 1) these properties are allowed more development in zoning than is <br />currently built; and /or, 2) the value of the buildings on these properties is Tess than 30% <br />of the combined total property and building value.
