City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page 27 of 34 <br />Council member Keany agreed there needed to be a decision on the realignment for the <br />sake of the property owners involved. Looking at redevelopment, he didn't want more <br />density, but wasn't sure just what the right number is. He wondered if there <br />is demand for more commercial space along South Boulder Road. He appreciated <br />public comment. <br />Council Leh encouraged using language behind the options that did not give the <br />impression of pitting developers against community members. <br />Mayor Muckle called for a break at 11:22 PM and reconvened at 11:27 PM. <br />Mayor Muckle suggested the McCaslin Small Area Plan be moved to June 2, the <br />Historic Preservation Master Plan be rescheduled to next week, wastewater corrections <br />be heard tonight, and the executive session be rescheduled. <br />MOTION: Mayor Muckle moved the Council continue until June 2, 2015 Agenda items <br />8F and 8G, Seconded by Council Member Lipton. Motion passed unanimously. Dalton <br />absent. <br />MOTION: Mayor Muckle requested and called a special meeting to be set for May 26, <br />2015 at 7p.m. with the business items to be considered at that meeting to be Agenda <br />items 8H and 8N. Seconded by Council Member Leh. Motion passed unanimously. <br />Dalton absent. <br />WASTEWATER UTILITY RATE CORRECTIONS <br />Mayor Muckle requested a staff presentation <br />Public Works Director Kowar noted staff recommends correcting the City's Wastewater <br />Utility Readiness to Serve Charge rate for Multifamily Residential customers to charge <br />on a per dwelling unit basis instead of a per account basis, for the current Readiness to <br />Serve Charge on May 1, 2015. <br />On March 17, City Council approved new utility rates for Water and Wastewater. While <br />preparing to implement the new rates, staff determined Raftelis, the City's Utility Rate <br />Consultant, made errors in the recommendation and calculation of wastewater rates <br />and the multifamily wastewater rate structure. Staff met with Raftelis to determine the <br />magnitude of errors and determine a corrective course of action. Raftelis prepared a <br />memorandum regarding the identified errors and possible scenarios for correction. <br />The two errors City staff discovered are as follows: <br />1. The current Wastewater rates are less than they should be for all customers due to a <br />formula error. <br />
