Participating on this study provides Louisville the opportunity to be engaged <br />and at the table in an effort we could not take on alone. Because of the RTD service we <br />receive and the size of our community, it would be equitable to contribute $10K to the <br />study. <br />With the information from this effort, the County will have enough information to know <br />what types of programs could be successful for RTD and will be able to ask the voters if <br />they are interested in funding a program for County wide EcoPasses. Questions can be <br />directed to Boulder County's Multimodal Division Manager Scott McCarey (PE). <br />Council member Stolzmann recommended partnering with Boulder County to study a <br />county wide EcoPass program by contributing $10,000 toward the effort. <br />COUNCIL COMMENT: <br />Council member Keany asked where the budget for this was coming from. Council <br />member Stolzmann noted it would have to be a budget amendment and suggested it <br />come from the General Fund. <br />Council member Lipton asked if the process continues; would it come to a vote. Council <br />member Stolzmann noted the process does not assume an outcome but if RTD buys in <br />through this next step and things continue, it would be a County sponsored vote in <br />2016. <br />Council member Lipton expressed concern Boulder would control and induce a tax on <br />our residents whether they wanted it or not. Council member Stolzmann noted this was <br />why she felt it important participate in the study to allocate the correct portion of benefit <br />to Louisville. <br />Council member Lipton saw value in participating but thought Louisville could buy in for <br />less money. <br />Mayor Muckle thought it was important to make a statement of interest in this study. He <br />felt if it were truly $60 per month per household, that was reasonable. He was okay with <br />the $10,000 but would also support less if other Council members felt it appropriate. <br />Council member Leh noted he would support it at $5,000. <br />Mayor Muckle moved Louisville partner with Boulder County to study a Countywide Eco <br />Pass Program by contributing $5,000. Seconded by Council Member Keany. <br />Vote: Motion carried by unanimous roll call vote (summary: Yes = 5). <br />Absent: Mayor Pro Tem Dalton and Council member Loo. <br />
