City Council <br />Meeting Minutes <br />May 19, 2015 <br />Page9of34 <br />Council member Leh asked how much the one car per minute at peak took off the <br />saturation of the other streets. Planning and Building Safety Director Russ noted the <br />impact might be hard to measure but noted at saturation there would be relief and effect <br />on the overall corridor with the one car per minute. <br />Council member Leh asked about timeline and delay impacts. Planning and Building <br />Safety Director Russ noted it is a twenty year goal and twenty year traffic forecast <br />provided by DRCOG. This item is being presented since there exists an opportunity to <br />purchase the Pine Street property needed for the extension. <br />Council member Stolzmann asked about current lane widths Highway 42 and the ones <br />on South Boulder Road (SBR) that were just paved. Planning and Building Safety <br />Director Russ noted the lanes on Hwy. 42 are 12' or wider and on SBR 10 1/2' since it is <br />not a state highway. <br />Council member Stolzmann asked if the smaller lanes we_ re chosen on South Boulder <br />Road to calm traffic. Public Works Director Kowar noted the lanes are not standard on <br />SBR because of amount of area to work with and CDOT would not approve the smaller <br />lanes on a State Highway. <br />Council member Stolzmann understood the difference in lane width and commented <br />there were Tots of other options besides the 3 lane and 5 lane options. She has heard <br />dissatisfaction with congestion and safety with the traffic on Hwy 42 and agrees <br />something needs to be done and suggested a 4 lane with a regional bike path. <br />Mayor Muckle called for public comment on the study. <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO was not clear about the purpose of <br />the Lee Avenue alternative. He saw a bigger issue than a 60 car peak relief. When the <br />plan was adopted there was a lot of discussion to wait and see if we need this on Hwy. <br />42. The study only addresses generation of traffic by DELO and Tebo property. He <br />stated the City does not know how transportation is going to work with Hwy 42, railroad <br />tracks and stops to make left turns into Pine Plaza. He recommended modeling should <br />be done before a decision is made to spend so much money. <br />Carlos Hernandez, 279 Chestnut Street, Louisville, CO noted he had been on the <br />Louisville Revitalization Commission for about six years and talked about this issue <br />many times. He noted this is a key bike /pedestrian corridor would make a good ride <br />from Dutch Creek to Steel Ranch without going on Highway 42 and Main Street. Traffic <br />would be diverted. This would be comparable to streets being introduced in other cities <br />which add to the grid and run parallel to major streets to deal with growing traffic. He <br />urged Council not to miss the opportunity to acquire this property. <br />
