Cultural Council
Meeting Minutes
21 May 2015

2015 Louisville Budget Cycle – LCC needs to submit to City Council for
operational budget. City typically allocates about $10,000. Capital budget
submission already prepared (covering items such as sculpture garden
establishment, ADA compliance/storage closet/kitchen/office space remodel and
AV equipment for Arts Center). Suzanne summarized the upgrades planned for
the Arts Center.

Discussion on replacement of the current Arts Center piano covered potential
piano donations and rental – the current piano has poor sound quality.

Fundraising and Grants

SCFD grant process discussed under Treasurer’s Report above.

LCC Grant Program: Suzanne has met with Lafayette’s staff on their grant
program. Lafayette has a twice per year grant review cycle. There are several
local models we can borrow from when establishing a Louisville grant program.

Suzanne and Meredyth will support establishment of the framework/forms etc
once we make decisions on the model we’d like to follow. LCC members
discussed general ideas about the grant program, including included
programming versus projects; themes or series approaches; success factors
(how the LCC would evaluate or choose proposals); ways to connect with artists
to get proposals; finding ways to augment funding of local artist performances.
To be discussed further at June meeting.

LCC Policies

Artist payments: Current LCC policy is $200 minimum or 80% of gate. General
discussion on appropriateness and fairness of policy. Are artists also taking
responsibility for promoting their performances? Informal benchmarking
indicates $100/performer/night is a fair amount. A possible approach is to use a
scaled system based on size of the group: $200 – single or duo; $300 – 3 artists;
$400 – 4+ artists; or 80% of gate. A tip jar is also an option if artists choose to
put one out. Another option – set a minimum plus an incentive.

Motion: establish a guideline of minimums based on the scaled approach
described above. Motion approved.

Motion: pay an additional $200 to Antero Winds from March 22nd performance,
which comports with the minimums above. Motion approved.

-- For approval --
