I believe I have the professional, educational, <br />and personal experience to be a highly effective member of the planning commission and an <br />informed advocate for the Louisville community. <br />I have a strong history of relevant community service both here in Louisville and in my past. <br />Most recently, I served for five years, three as an officer, on the Louisville Open Spacc Citizens <br />Advisory Board. During my tenure, the Open Space board was involved in a nu-nber of <br />initiatives, some highly contentious, dealing with wide variety of budget, access and usage, <br />development and conservation issues. Most notable were the development of Louisville Open <br />Space Master Plan and our participation in crafting the City's Comp Plan, both of which gave me <br />broad exposure to the overall planning process. <br />Earlier, I served as Chair-nan of the Winfield (IL) Communications Commission, where t <br />directed a board of seven commissioners charged with establishing telecommunications policy for <br />the City of Winfield, IL. In that role, my team effectively negotiated a variety of complex <br />financial, technical, and economic issues and contracts with major telecom and cable TV vendors <br />like AT&T, Ameritech, and Jones Cablevision, while successfully balancing community and <br />commercial needs. <br />My philosophy regarding economic development and community planning, similarly, is one of <br />balancing community, commercial and environmental needs with an eye toward smart, controlled <br />growth. That growth will provide the economic foundation that enables us to maintain <br />Louisville's small town charms and the extraordinary quality of life we all enjoy. <br />1 look forward to serving the citizens of Louisville to help make our city an even better place for <br />today's residents as well as future generations. <br />Sincerely, <br />~- <br />Cary T filer <br />
