City Council
Study Session Summary
March 11, 2008

Mayor Pro Tem Marsella requested those in attendance introduce themselves.
2. Presentation/Update -Louisville Fire Department's Comprehension Plan
Chief Tim Parker, Louisville Fire Department (LFD), gave a brief introduction and
overview of the LFD's Comprehensive Plan Implementation, which is in the third
year. He stated as the City is LFD's largest customer he felt it was important to
keep the City informed about the LFD's progress. He also said that he
appreciated having the opportunity to meet with City Manager Fleming on a
quarterly basis to provide updates on what LFD is doing.
Chief Parker presented the plan which included staffing, mutual aid, fleet,
property, and administration. Each area listed the tasks; start and end dates; and
the status of each task.
Chief Parker said the biggest challenge facing the LFD is the location of the new
fire station. To date the properties needed both in size and location are cost
prohibitive. Chief Parker said that they will be doing a feasibility study this year to
determine if they should recycle/remodel the current station. Chief Parker
indicated that the LFD would be requesting assistance from the City with the
permitting process.
City Manager Fleming asked them what does the LFD consider to be the ideal
location for the new fire station. Chief Park said that a 2 to 5 acre property on the
south side of Community Park would be ideal for the station and a training
station. Chief Parker said currently the training center is located in Longmont
which makes it difficult for volunteer fire personnel to get training. Chief Parker
also said the Xcel land would work but the LFD was looking for a donation of
land.
Mayor Pro Tem Marsella said that she heard that the LFD was not incorporating
first response services. Chief Parker said that they were through an IGA with
Lafayette. Chief Parker said that the EMTs were being cross-trained as fire
fighters and that they had 3 persons per shift 24/7.
City Manager Fleming said that he appreciated the invitation and the
collaboration of the quarterly meetings with Chief Parker.
Councilor Sackett said that the LFD said it is important to have open
communication so that the City can help the LFD be effective in protecting the
citizens of Louisville.
3. Presentation/Discussion -Louisville Housing Authority
Mayor Pro Tem Marsella requested those in attendance introduce themselves for
those that may have arrived later in the meeting.
Frank Alexander, Executive Director, Boulder County Housing Authority gave an
introduction of the information presented in the packet which included the
