City Council
Study Session Summary
February 12, 2008
City Manager Fleming asked how Boulder handled the cost of their IPM program.
Ms Rounds said that information was available through the links that were
provided in the packet. Ms Rounds also stated that when considering the cost
factor the City needs to look at the savings the IPM Plan will have in reduced
pesticides and chemicals. Mr. Tepe added that cost to the environment and
residents health should also be taken into consideration when looking at the cost
factor.
Mayor Pro Tem asked if the City currently contracted most of the pest
management. Mr. Lichty said yes and added that the contracts would not need to
be rewritten but that the pest management language could be pulled out of the
contract and the City could then go to bid on just the pest management portion
with contractors that deal more exclusively with pest management. Mr. Lichty
indicated that this was not how the current contracts which involve pest
management are handled by the City.
Ms Rounds pointed out that HFAB members did not feel that they were qualified
to write the IPM Plan and Mr. Lichty agreed. He thought that it might be better to
hire a consultant to assist in writing the IPM Plan with input from City staff.
Councilor Sackett expressed concern of how the IPM would impact the Coal
Creek Golf course. Mr. Lichty said that there are several golf courses around the
nation that are pesticide/chemical free that are part of the PGA Tour. Councilor
Sackett suggested they do a side by side study to see if there would be a
significant impact on the golf course. Mr. Lichty said that they would do that and
also discussed having different communities parks be chemical free to give
residents the option of using chemical free parks and also to help residents see
that chemicals are not needed for maintenance. Mr. Haffner pointed out that the
City's Community Park is already a chemical free park.
City Council thanked HFAB for the time that they have given to this issue and
commended them for the work that they have presented and supported the
efforts of HFAB in this matter.
City Manager Malcolm indicated that he would schedule a meeting with Kathy
Martin, Interim Parks & Recreation Director, to discuss the upcoming contract
regarding landscaping.

4.
