<br />Planning Commission <br />Meeting Minutes <br />November 8, 2007 <br />Page 8 of 10 <br /> <br />. A special review use (SRU) request to allow a 2,500 SF space to be dedicated for <br />music, art, dance, and drama lessons at 901 Front St. (Lot 1, Block 1, Kokoplaza <br />Subdivision) <br />. Currently zoned Commercial Community (CC). According the Louisville Municipal <br />Code this type of use requires a SRU in all zone categories in the City. <br />. Owner / applicant is Kokplaza I, LLC, Arlin Lehman. <br />. The SRU application was reviewed by staff using the five criteria found in LMC <br />17.40.IOOA and staff finds the criteria have been met. <br /> <br />McCartney reported that staff has determined that an artist studio is a use needed in the <br />downtown area that will encourage pedestrian activity and reinforce the pedestrian scale of the <br />Downtown business area. This use will be located in a space already designed for such a use, and <br />the parking already exists on site. The surrounding properties are zoned commercial and are <br />compatible with such a use. Therefore, Staff recommends approval. <br /> <br />Commission Questions of Staff: <br />Deborski asked if the basement location meets the ingress and egress requirements. <br /> <br />McCartney stated at the time of building construction that would had been addressed since the <br />space was originally planned to be occupied. <br /> <br />Applicant Presentation and Questions of the Applicant: <br />Lehman introduced Lori (unknown), owner of Artist's Underground who discussed the <br />following: <br />. Approximately 40 classes have been planned which include dance, music, visual arts <br />and theatre. <br />. The studio will be used for dance and theatre. <br />. Visual arts and music will use another area. <br />. The program will be publicized with an information booth at varies art programs in <br />the area. <br /> <br />Lipton inquired about the drop off plan for the participants. <br /> <br />Lori stated that most of the participants are brought inside by parents and then parents stay <br />downtown to shop during the class time. She also stated she did not feel that a drop off area was <br />needed because the classes do not overlap. <br /> <br />Deborski asked for information on who her partner is for this venture. <br /> <br />Lori state it is Vachharajani Music and she will bring in additional classes. <br /> <br />Deborski asked if the Artists Underground is profit or non-profit. <br /> <br />Lori stated it is non-profit. <br /> <br />McAvinew inquired about the anticipated noise level and how it will be addressed to not disturb <br />the other tenants. <br /> <br />Lehman stated that at time of construction the building was designed with sound mitigation <br />between floors and walls. <br /> <br />Hartman inquired about hours of operation. <br /> <br />Lori stated the latest most classes will run is 8:30 - 9:00 PM. <br />
