Public Comments on Non-Agenda Items - Doug Grinbergs commented <br />on site-orientation problems at the City's Glen Huey Recycling drop-off site at <br />Hwy-42 & Pine St. Public access to raised walkways is icy/muddy because of <br />north-end access. Some r-o/r-o containers are difficult to reach to deposit <br />materials (openings too high from deck, or too narrow to fit materials). If/when a <br />new site is established, have public participation in site design process. <br /> <br />VIII. Discussion with Eco-Cycle, re Trash-Hauling/Recycling/Composting <br />Options for East Boulder County & Louisville: Eco-Cycle representatives <br />Eric Lombardi and Caroline Mitchell gave attendees a presentation on trash- <br />hauling/recycling program options currently practiced within Boulder County, and <br />options for Louisville to consider. <br /> <br />"Free-far-all" system vs organized, planned approach. There is some <br />government involvement in 90% of US. Within Boulder County there are several <br />levels of government-controlled or government-administered services, each with <br />specific-feature options (see attached tab/e): <br />Free-Market -- most of Louisville, most of unincorporated county <br />License/Permit - City of Boulder <br />Local Ordinance - City of Boulder <br />Local Contract - City of Lafayette <br />Municipal Service - City of Longmont <br /> <br />Louisville has some free-market and some contract-controlled service: <br />HOAs - contract-controlled through competitive-bid process; rates app $8 <br />per month for trash and recycling services. <br />Non-HOAs (private residences - majority of Louisville customers) - free- <br />market rate structures; rates app $12-plus per month for trash onlv; $17 -plus <br />per month for trash and recycling (app 100% higher than HOA rates). <br /> <br />The "golden rule" for haulers -- Density is key for efficiency, greater efficiency <br />equals lower costs. <br />Haulers want efficiency and will compete. <br />Haulers will lower prices per house to gain more density. <br />Bundling neighborhoods - like an HOA - creates density. <br />Area residents want more recycling. <br />73% of Broomfield residents voted for recycling goal of 30%. <br /> <br />Eco-Cycle's Proposal for Louisville <br />"Go fishing" for lower-rate service by issuing a Request-far-Proposals (RFP) for <br />collection services for trash and recycling, through means of a city-issued, city- <br />wide contract. (See details listed be/ow). <br />Let haulers compete for city-wide service through competitive-bid process. After <br />receiving bids, decide then whether or not to continue with contract. <br />Eco-Cycle thinks the community will win -- more service, reduced costs. <br />
