<br />Resource Conservation Advisory Board <br />January 14, 2008 <br />Page 3 of 5 <br /> <br />Proposal Details <br />Louisville contract could incorporate any/all of the following: <br />Contract period can be 3-to-5 years, can be specified to be revocable at any <br />time. <br />Mandate "pay-as-you-throw" trash rates (ie, the greater the volume of trash, the <br />greater the per-unit cost to collect it). <br />Mandate bundling of recyclables collection with trash collection, instead of as an <br />extra-service/extra-cost option. <br />City to "own" recyclable materials: city to provide collection bins for recyclables <br />(instead of hauler), and receive any revenues collected for those materials. <br />Haulers to bid only on haulinq recyclables to a collection facility. This option will <br />allow smaller haulers to compete against larger haulers, since the significant cost <br />of providing separate bins for recyclables for all city residents will be assumed by <br />the city and not the haulers. Boulder-County Commissioners have expressed <br />their willingness to provide financial assistance to cities to acquire recycling bins. <br />HOAs may be exempt, but may opt-in. <br /> <br />Following the presentation, board members and visitors asked questions about <br />various items within Eco-Cycle's presentation. <br /> <br />At the end of Eco-Cycle's presentation, there was discussion between members <br />about points of this presentation compared to prior-months' presentations by Lisa <br />Skumatz, SERA, Superior (Pay-as-you-Throw options), and Doug Short, Public- <br />Works Director, Lafayette (Lafayette's recently implemented trash-hauler <br />contract). <br /> <br />A list of recommendations from LRCAB to be passed along to City Staff / City <br />Council included: <br />Louisville adopts a city-wide contract similar to that done by City of <br />Lafayette. <br />Such a contract to achieve goals of: <br />increasing recyclables collection through universal availability; <br />reducing materials hauled to landfill by diverting more to recycling; <br />tracking changes in volumes of trash vs recyclables collected; <br />reducing rates for a majority of residents; <br />reducing volume of heavy truck traffic on city streets (and so reducing wear <br />on streets, weekly hazards of heavy trucks on all streets); <br />directing that collection of recyclables from Louisville go to Boulder County's <br />Materials Recycling Facility (MRF), instead of being hauled out of county to <br />other processing facilities. <br />Such a contract to provide for: <br />Pay-as-you-Throw trash rates; <br />Bundling of recyclables collection with trash collection, instead of as an extra- <br />service/extra-cost option; <br />Hauler to provide written reports to City on volumes of trash deposited at <br />landfill, and volumes of recyclables deposited at MRF; <br />City to provide collection bins for recyclables; <br />
