<br />City Council <br />Special Meeting Minutes <br />January 14, 2008 <br />Page 2 of 4 <br /> <br />Commissioner Reis presented the following draft list of infrastructure needs <br />within the Urban Renewal Area: <br /> <br />1. Signalization of Highway 42 and Short Street, $200,00 - $250,000 <br />2. Improvement to Highway 42, including additional through and turn lanes, <br />bike lanes and sidewalks to accommodate regional north-south traffic as <br />well as to improve access in the area, $4,000,000 - $6,000,000 <br />3. Railroad underpass between the Highway 42 area and the downtown at <br />South Street (vehicular and/or pedestrian), $5000,000 +/- <br />4. Intersection improvements at Highway 42 and Pine Street, $3,000,000 - <br />$5000,000 <br />5. Grade separation at South Boulder Rd/Main Street, $10,000,000 - <br />$15,000,000 <br />6. Pedestrian connection/underpass to Louisville Sports Complex, <br />$1,000,000 <br />7. Additional internal street right-of-ways and improvements are necessary to <br />implement the Framework Plan. The cost of those should generally be <br />borne by the property owner/developer, except where the City determines <br />the costs of impacts of such dedications and improvements would be <br />disproportionate to the individual property owner benefit. <br />8. Undergrounding of overhead utilities, $2,000,000 +/- <br />9. Relocation Expenses <br />10. Business/Development Assistance <br />11. Drainage Improvements, $1,000,000 <br /> <br />Total $21,700,000 - $30,750,000 <br /> <br />Urban Renewal Projects - What's Important? <br /> <br />Councilors and Commissioners outlined their vision for the area and what <br />projects were important to them. Comments included preserving the historic <br />downtown area and revitalizing the Highway 42 area in preparation for <br />FasTracks, quiet zones and a grade separated rail crossing at South Boulder <br />Road. <br /> <br />Market Analysis <br /> <br />Commissioner Hernandez reviewed the 2006 Transit Oriented Development <br />Status Report prepared by RTD through a PowerPoint presentation. He stressed <br />Louisville will face competition for development. <br /> <br />Role in Marketing <br /> <br />Commissioner Menaker outlined the importance of the City advertising what <br />Louisville can offer to developers and partnerships in the redevelopment of the <br />
