He reviewed the marketing strategy to get quality <br />development in the urban renewal area. <br /> <br />Councilor Sackett inquired what type of competition Louisville would be facing. It <br />was noted competition would be with the development in surrounding areas. <br /> <br />Commissioner Menaker noted Lafayette is reconstructing their historic <br />downtown, and Erie's economic development will take sales tax dollars away <br />from Louisville. He stated the urban renewal process can make the area more <br />desirable. <br /> <br />Commissioner Hernandez explained the market study will address questions <br />about the potential for commercial development within the urban renewal area. <br /> <br />Councilor Sackett noted the reason Louisville is special is because it has a small <br />town feel. With traffic impacted by new homes in North Louisville, and additional <br />trains traveling through the City, he feared Louisville will lose its small town <br />character. He felt the current plan does not address the traffic congestion issues <br />and requested further study. <br /> <br />Commissioner Hernandez stated the traffic congestion question is a problem that <br />will be discussed through continued dialogue and traffic matrixes. <br /> <br />Mayor Sisk noted the City must go forward and deal with an effective solution. <br /> <br />Councilor Muckle agreed the City must deal with the issues. He stressed the <br />importance of preserving Louisville's historic downtown. <br /> <br />2008 Budget, Part-time Position <br /> <br />The City has spoken to the City of Boulder about sharing an Urban Renewal Staff <br />person. It is important to find someone who is capable of handling the proposals <br />as they come forward. <br /> <br />How to Measure LRC Success <br /> <br />Councilor Muckle noted the City has the Frame Work Plan and the <br />Rezoning/Design Guidelines in place and he felt a good goal would be to have a <br />clear answer on the true cost of some of the proposed projects. <br /> <br />Commissioner Menaker stated the idea of an urban renewal authority is to <br />develop an area where development would not otherwise occur. <br /> <br />Mayor Pro Tem Marsella noted the importance of having development in the <br />urban renewal area that meets the desires of the City. <br />
