2 WATER DEMAND AND HISTORICAL DEMAND MANAGEMENT <br />2.3.1.3 System Efficiency (Water Loss Control and Pressure Management) <br />• Leak detection with listening equipment is performed every other year for a portion of the City. <br />• Water pipeline replacement program is part of the annual operations budget. <br />• Coal Creek Golf Course is irrigated with raw and reuse water to conserve treated water. <br />• Louisville Sports Complex and Community Park are irrigated with raw and reuse water to conserve <br />treated water. <br />2.3.1.4 Monitoring and Evaluation <br />• Water consumption by large water users are regularly monitored as part of the industrial pretreatment <br />program. <br />• Billing staff will occasionally flag monthly usage that exhibits an obvious variance from past data or <br />shows a zero reading. The meters are then checked to determine if the reading was due to a broken <br />meter or a leak. <br />• Water use by customer category is evaluated annually. <br />2.3.2 Targeted Technical Assistance and Incentives <br />2.3.2.1 Water Efficient Fixtures - Indoor <br />• Some City facilities have been upgraded with high efficiency fixtures and appliances, including City Hall <br />(low -flow faucets, low- volume toilets) and the recreation center (low -flow shower heads, ultra -low flush <br />urinals, and a pool cover). <br />2.3.2.2 Water Efficient Devices - Outdoor <br />• The vast majority of the City's irrigation systems controls are linked to a master Central Control <br />Irrigation System (CCIS) that can be used to adjust watering times or turn off irrigation when there is a <br />precipitation event. <br />2.3.2.3 Incentive Programs <br />• High- efficiency toilet rebate program. <br />• High- efficiency clothes washer rebate program. <br />• Drip irrigation system rebate towards cost of equipment. <br />• Buffalo grass turf rebate. <br />2.3.2.4 Efficient Water Use /Audits <br />• Outdoor irrigation efficiency audits offered by Center for ReSource Conservation (CRC) for residential <br />and commercial customers. <br />2.3.3 Ordinances and Regulations <br />• Louisville Municipal Code (Title 17) established development Design Standards & Guidelines for <br />commercial, industrial, and mixed use developments that incorporate low- water -use plants and efficient <br />irrigation concepts into the landscape design of each development. <br />• Water waste ordinance, includes overspray limitations. <br />• Compliance with Colorado Department of Public Health and Environment's (CDPHE's) Regulation No. 84 <br />limits runoff, ponding, and overspray from areas using reuse water. <br />• The City's Commercial Development Design Standards and Guidelines include a policy to conserve water <br />by utilizing alternative means for maintaining a suitable landscape environment. <br />• The City's Open Space Division utilizes soil amendments and low -water plants. <br />WBG071714052946BS0 2 -11 <br />
