City Council <br />Meeting Minutes <br />August 4, 2015 <br />Page 7of11 <br />Mayor Muckle thanked Ms. Williford for her presentation and for all the work BCHA and <br />Human Services provides for the City of Louisville. <br />LOUISVILLE CONTRIBUTION FOR CONSORTIUM OF CITIES REQUEST FOR <br />PROPOSAL FOR HOUSING PLAN <br />Mayor Muckle requested a staff presentation. <br />Deputy City Manager Balser explained Council member Leh is the liaison for the <br />Boulder County Consortium of Cities. She stated the Consortium is studying <br />homelessness in the region and reviewing strategies to address homelessness, <br />particularly chronic homelessness. A key strategy for addressing chronic homelessness <br />included in Boulder County's Ten Year Plan to Address Homelessness, is permanent <br />supportive housing (PSH), which is a nationally recognized best practice in helping <br />chronically homeless people leave homelessness and stabilize, reducing the utilization <br />of community resources. <br />Currently there is not a comprehensive analysis to address PHS. To address this issue <br />and further the goals of the Ten -Year Plan, a countywide PSH study has been proposed <br />by the Ten -Year Plan Board in coordination with the County. The Boulder County <br />Consortium of Cities expressed an interest in supporting the Ten -Year Plan Board PSH <br />study and has asked members to have discussions with their respective City Councils <br />about funding this project. <br />A Scope of Services has been developed for this study. The Consortium has estimated <br />the cost of the study to be $75,000 with a Request for Proposals in July 2015. To date <br />Boulder County and the City of Boulder have committed $20,000 each. Longmont <br />committed to $15,000. Lyons committed their share, Lafayette committed $5300 and <br />Superior contributed $3,000. Louisville's contribution request from the Consortium is <br />$4,680. <br />Staff Recommendation: Council Member Leh and staff recommended $4,680 be <br />allocated to the study in 2015. <br />COUNCIL COMMENT <br />Council member Leh explained at a Council Study Session there was discussion <br />relative to this issue. Some people within the County believe this is primarily a <br />Boulder /Longmont issue and the question arose regarding its impact to Louisville. He <br />stated statistics reflect the number of people renting in Louisville is 1 in 4 and 65% of <br />those renters are spending 30% or more on housing and 28% of the elderly /seniors in <br />the housing portfolio are over 80 years old. He stressed the importance of being <br />involved in the discussion and urged Council to approve the funding for the study. <br />
