Mr. McManus is <br />paying a fair price for the property. Mayor Pro Tem Dalton felt this sale is in the best <br />interest of the City. <br />Council member Leh voiced his appreciation for the public comments. He would <br />support this sales contract for the following reasons: The Council does have an <br />obligation to exercise discretion, but the money is not the most important aspect. He <br />stressed the importance of maintaining the small town character. Council supports <br />homegrown businesses and would not take away from those businesses. These <br />businesses have value and provide a community gathering place. He agreed with <br />Council member Loo the City is not losing money. The Council is not real estate <br />speculators; they are making a business transaction in the best interest of the City. <br />Council member Stolzmann expressed her appreciation for the public and Council <br />members' comments. She felt the Council has a responsibility for getting a fair value for <br />the sale of the property. She agreed Council should consider the intangibles, which <br />cannot be measured in money, but stressed the importance of understanding what is <br />being left on the table. She felt it would be helpful to get a current appraisal and <br />continue to negotiate with Mr. McManus to get a fair price for the sale. The City has <br />another offer for $250,000 more, and a well- respected realtor with commercial <br />experience has said the offer is $1.555 Million off. She referred to the City's Internal <br />Purchasing Policy on the Disposal of Surplus Property and stated if the City deviates <br />from their internal policy, it must be very deliberate and thoughtful on what is to be <br />accomplished. To ensure Sweet Cow and Lucky Pie remains on the property, Council <br />must consider the other factors on the investment and make sure the City is negotiating <br />strongly and not leaving significant items on the table. She felt she has not received <br />sufficient information to demonstrate the City is getting an appropriate price for the <br />property and a current appraisal would be helpful. She did not feel the public had an <br />opportunity to speak on the whole property. Overall, she did not feel she had enough <br />information to proceed with the sale as proposed. She noted she has heard good <br />things about the two businesses and her no vote is not a reflection of the businesses, <br />but felt the Council had to be responsible with public funds. <br />Mayor Muckle voiced his belief the public use of the site is very important as is the <br />sense of community. He agreed with the community the property should be in the hands <br />of the current business owners. He felt the sale price was fair and the City has a <br />working model of successful businesses. <br />PUBLIC COMMENTS <br />Laurence Verbeck, 930 Parkview Street, Louisville, CO addressed the comments <br />relative to job creation and noted other uses can create jobs. He stated a comment was <br />made in reference to the City not losing money, but actually the City is losing money <br />with a discounted lease. He addressed the aspect of fairness and felt the Council was <br />41 <br />
