Davidson: I think there would have to be a specific intergovernmental agreement regulating the use and further agree that that use has to all be low impact. Gas wells are not a low impact. Howard: Mayer: Is it possible to put clearer language in this agreement that says we don't want oil and gas exploration on this property? I think oil and gas exploration would not be consistent with the use of the property. Brand: We discussed Monday, having a negotiation for purchase of the land, when we would need to expand the shops at the time we actually needed it. From what I'm hearing tonight, I'm wondering whether we shouldn't buy that land at this particular time, because we could very easily not get that negotiated, when we really needed the land later on? Mayer moved that Council direct the City Administrator and the Mayor to work with the County and Lafayette on a joint purchase of the property subject to the several concerns mentioned, such as: the sludge, City Shops, the ball fields, and the situation with gas we].ls, making sure that the City had a guarantee to acquire that land either in the future or currently. Seconded by Hornbostel. Lathrop offered a friendly amendment that the City make a "good faith" effort to purchase the property outright under the same terms and conditions as is being offered. Mayer asked that the friendly amendment be put to a vote. Hornbostel stated that she wouldn't accept it. Howard seconded the friendly amendment.
