Chris Miller, Staff Research Analyst, stated that it was pointed <br />out at the Work Session about the insurance issue and it was <br />Mi].ler's understanding from the property owner that there would not <br />be an additional expense at all for the property owner. <br /> <br />Annette Brand, City Administrator, stated that Council had received <br />a memo from Chris Miller addressing the wetlands determination. <br /> <br />Davidson asked if the applicant wished to make any statement. <br /> <br />NOME <br /> <br />Karen Olson, 468 West Sycamore Court, Louisville, CO, a neighbor to <br />this piece of property. She asked Council to consider this issue <br />of drainage of this land. She wondered what the wetlands <br />determination was on this property. <br /> <br />Davidson stated that .08 acres of it is considered a wetlands. <br /> <br />Miller stated that Terry McKee of the U.S. Army Corps of Engineers <br />came out to assess the property and he assessed that .08 acres of <br />property that would be classified as a wetlands. <br /> <br />Olson: <br /> <br />One of the points that I would like <br />for Council to consider, or be <br />reminded of, is that this piece of <br />property was discussed along with <br />the most recent request for <br />annexation of the Warembourg <br />property (1986). The substantial <br />portion of this outlot was back <br />filled. I had spoken with Mr. McKee <br />in 1986, too, and because the <br />annexation proposal was withdrawn, <br />nothing was pursued any further. I <br />raised the- issue of whether there <br />was a permit for back fill with that <br />piece of property. It appeared that <br />there had not been. Probably, the <br />entire piece of property could have <br />been designated as wetlands. <br />Drainage is an issue there. Any <br />kind of substantial excavation would <br />create some problems, not only for <br />the property owner, but for anybody <br />that lives in the adjacent area. My <br />recommendation to Council would be <br />that you consider it as a purchase <br />by the City, because of the access <br />that it would provide for the bike <br />path that runs on the west side of <br />the Goodhue Ditch.
