not sufficient time for us to go <br />back and make that kind of change <br />without impacting our schedule with <br />Broomfield, which is not something <br />we can do. <br /> <br />Schimmin: <br /> <br />Those allotment contracts would be <br />negotiated over the coming months. <br />It is anticipated that they would be <br />worked out by August 1, but there <br />are none of the terms of the <br />allotment contract that are actually <br />cast in stone by this agreement, at <br />this point. <br /> <br />Dreher stated that the situation with the increased in costs relate <br />to the routing decision, not so much the savings that come from <br />capacity. In this structure, any participant will suffer increased <br />costs, if any other participant drops out. He explained that if <br />Broomfield were the only participant in the pipeline, the most <br />economical route for them would be to the west. What's happened is <br />that there is a group of participants whose participation looks to <br />be fairly solid. With the likely participation by those eastern <br />participants, the most cost effective route for Broomfield becomes <br />the eastern alignment. With Superior and Louisville participating, <br />the eastern alignment is not the most cost effective route for <br />either Louisville or Superior. The reason for the $1 million <br />payment in the case of Superior and the $600,000.00 in Louisville's <br />case would be to compensate Broomfield for the increase in costs, <br />because of the change in the route. <br /> <br />Davidson: <br /> <br />In Section 13I, allowing us three <br />(3) years after the date of this <br />agreement to join the District, <br />would the District have any <br />objection if we made that five (5) <br />years? <br /> <br />Dreher: <br /> <br />We wouldn't have any problem with <br />extending it another three (3) years <br />to provide some flexibility. <br /> <br />Mayer: <br /> <br />Would it be possible during that <br />five (5) year period to live on <br />leased water until we actually <br />joined the District? <br /> <br />Dreher: <br /> <br />There would be no problems with <br />that. You might find that the <br />people who had Windy Gap water to <br />sell would be amenable to a lease <br />purchase arrangement that would <br /> <br /> <br />
