3. As found and declared by City Council Resolution No. 60, Series 2014, the 550 <br />South McCaslin Urban Renewal Plan Area is a blighted area and is appropriate for an urban <br />renewal project pursuant to Part 1 of Article 25 of Title 31, C.R.S. <br />4. The 550 South McCaslin Urban Renewal Plan satisfies applicable requirements of <br />C.R.S. §31 -25- 105.5. <br />5. The principal purpose for the adoption of the 550 South McCaslin Urban Renewal <br />Plan is to facilitate redevelopment in order to eliminate or prevent the spread of blight. <br />6. The boundaries of the 550 South McCaslin Urban Renewal Plan Area have been <br />drawn as narrowly as feasible to accomplish the planning and development objectives for the 550 <br />South McCaslin Urban Renewal Plan. <br />7. To the extent that the 550 South McCaslin Urban Renewal Area includes open <br />land within the meaning of Section 31 -25- 107(6) of the Act, and to the extent such Section is <br />otherwise applicable, it is found and determined that the nonresidential uses under the 550 South <br />McCaslin Urban Renewal Plan are necessary and appropriate to facilitate the proper growth and <br />development of the community in accordance with sound planning standards and local <br />community objectives and to carry out the 550 South McCaslin Urban Renewal Plan. The <br />acquisition of property within the 550 South McCaslin Urban Renewal Area may require the <br />exercise of governmental action, as provided in the Act, because of the presence of conditions of <br />blight. <br />8. The 550 South McCaslin Urban Renewal Plan conforms to the 2013 Louisville <br />Comprehensive Plan , which is the general plan for the development of the City of Louisville. <br />9. Written notice of the public hearing to consider the adoption of this 550 South <br />McCaslin Urban Renewal Plan has been provided to all property owners, residents, and business <br />owners within the 550 South McCaslin Urban Renewal Plan Area at their last known addresses <br />in conformance with C.R.S. §31- 25- 107(4)(c). <br />10. The public hearing to consider the approval of the 550 South McCaslin Urban <br />Renewal Plan was commenced on August 18, 2015. No more than one hundred twenty days <br />have passed since the commencement of the public hearing on the Plan. <br />11. The 550 South McCaslin Urban Renewal Plan does not include any area <br />previously considered for inclusion in an urban renewal area in the previous twenty -four months. <br />12. There exist feasible methods for the relocation of individuals, families and <br />business concerns in accommodations or areas suitable for their relocation as provided by C.R.S. <br />§31- 25- 107(4)(a) & (b). <br />13. The 550 South McCaslin Urban Renewal Plan will afford maximum opportunity, <br />consistent with the sound needs of the City of Louisville as a whole for the rehabilitation or <br />redevelopment of the 550 South McCaslin Urban Renewal Plan Area by private enterprise. <br />Resolution No. 58, Series 2015 <br />Page 3 of 5 <br />
