Mayor said it would be good to appoint someone from <br />the list from last year. <br />There were two cases where Board over -ruled staff. Scott explained that staff <br />error on the side of caution, following rules exactly and the board, as property <br />owners considered public comment which can create a different case. <br />Discussion — Building Code Board of Appeals <br />Board member Peter Geise and Chief Building Official Ken Swanson reported <br />that no appeals were submitted this year. The Board adopted the 2012 <br />International Building Code (IBC); considered the 2015 code but it contained no <br />life safety issue updates— so the adoption of 2015 was tabled. <br />Swanson discussed the differences between the 2012 and 2015 IBC. Not <br />adopting the new IBC every 3 years causes a loss of points in the ISO report. <br />Council member Dalton said it would be useful to know what difference in rates <br />non - adoption makes. Swanson said it is one factor but can't determine the <br />actual percentage. <br />The BCBOA held classes for contractors, and noted there is some cost <br />associated with adoption of new IBC. Council member Lipton said we may want <br />to learn from experiences of others. Not adopting right away may be <br />advantageous. <br />Swanson stated goals: <br />Amend Louisville Municipal Code regarding expired permits. Swanson would like <br />to go back to original code. Currently, if a permit expires the applicant must pay <br />either 1/2 or full price to reinstate. The original code allows the building official to <br />extend the permit for 180 days. Swanson believes we should be more <br />compassionate. The BCBOA proposes to remove the amended section of <br />15.04.070. <br />Council member Stolzmann said we want to encourage people to get permits so <br />endorses allowing flexibility. Council member Dalton wants to be assured that <br />things will be granted evenly and Swanson gave that assurance. <br />Provide Consistency — give inspectors a direct target to ensure consistency. <br />Implementation of Energov softward. Swanson reviewed some of what Energov <br />will enable Building Safety to do and how it will enhance customer service. <br />Mr. Geise said the Tuesday over the counter plan review is working great. <br />
