NONE

CITY ATTORNEY'S REPORT

Susan Griffiths, City Attorney, gave an update on the proposed
settlement agreement to resolve the case of Campbells vs. City of
Louisville and the case involving the Campbells vs. Martaglios.
She stated at the first Council meeting in January, Council
approved a settlement agreement in an effort to bring these matters
to a resolution. Based on a Council motion, the Mayor did execute
the agreement. Last Wednesday Griffiths received a phone call from
Mrs. Campbell expressing concern with one sentence in the final
settlement agreement, which Council had approved. Her concern was
not with the substance of the sentence, but something to do with
the timing of when it appeared in the settlement agreement. It
appeared in one of the later drafts of the settlement agreement.
They hadn't seen it until they got the final draft. The agreement
was prepared by one of the other attorneys, although the City did
comment on the various drafts. Griffiths stated that whatever
concerns that might exist with respect to the finding, the issue is
not any problem that was created by the City of Louisville. She
indicated to Mrs. Campbell that she felt that the proper way of
handling this would be for the City's attorney in this litigation,
Bernard Sapp, to discuss this matter with the Campbell's attorney
to see if they could find some resolution to the problem. Sapp
spoke with the Campbell's attorney and they have nothing worked
out, as of yet. Griffiths wanted to inform Council that the
agreement is still not fully signed.

CITY ADMINISTRATOR'S REPORT

Annette Brand, City Administrator, pointed out to Council their
copy of the City's Budget at their dias. She stated that the Mayor
asked if a Work Session could be scheduled soon to look at goal
setting again. Brand marked it for the Wednesday, February 24 Work
Session. Brand had copies for Council of a letter from the City of
Boulder to Hank Stoval, Chairman of the Rocky Flats Impact
Institute. She explained that they've raised some questions and
felt Council might want to raise some questions to Louisville's
City Attorney. Brand asked the Council what they wanted to do
about interviewing the applicants for the various Boards and
Commissions.

Davidson suggested interviewing for two (2) nights for 10 minutes
each. Dates were not determined.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Maj-Lis commented that she attended the Boulder County Juvenile
Justice Program about a video tape that the Boulder County system
has put together to show what happens to juveniles when they are
arrested for various crimes. She had discovered that the City of
