APPROVAL OF MINUTES (Special Council Meeting 1/27/93 & Regular
Council Meeting 2/2/93)
APPROVAL OF BILLS
APPROVE TEMPORARY PERMIT PENDING TRANSFER - COLACCI 'S RESTAURANT
AUTHORIZE TO AWARD BID - PICKUP TRUCK
REQUEST FOR ECONOMIC DEVELOPMENT FUNDING FROM BOULDER COUNTY
COMMISSIONERS - CITY OF LOUISVILLE/CHAMBER OF COMMERCE

PUBLIC COMMENTS - ON ITEMS NOT ON THE AGENDA

Davidson called for anyone in the audience who wished to speak on
any items not on the Agenda.

NONE

REGULAR BUSINESS

DISCUSSION/DIRECTIONWEST PINE STREET VILLAGE -TWOREVISED CONCEPT
P~S

Annette Brand, City Administrator, presented the staff introduction
due to Paul Wood, Planning Director, being ill. Brand explained
that in Council's packets were sketches of the two plans. Plan A
reflected the general layout that Council had seen before, minus
one of the units, plus including additional off-street parking.
Plan B, which also proposed seven (7) units, there is hard surface
access and parking in the front of the project, with lot 6 & 7
relying on the public alley for access.

John Prouty (property owner), 726 Front Street, Louisville, CO,
stated that Plan A shows approximately 2,000 more feet of paving
coverage. He explained that Plan B, with the parking lot, has a
much greater negative aesthetic impact, in terms of the aggregate
amount of asphalt. In Plan A, while there is asphalt along the
private drive to the south of the project, it's hidden from the
streetscape. Open space, Plan B, shows 2,000 sq. ft. more. The
aw~rage lot size is larger in Plan A. He stated that the guest
parking on Plan A is a very attractive and successful solution,
because instead of the guests parking on Pine Street, they're able
to come into the project and park without getting into the private
garage and resident accesses to the rear. He felt that one of the
major features of this project is to be able to have very attrac-
tive streetscapes and houses in the traditional style of old
Louisville, with a transitional element between new and old
Louisville.

Mike Silver, Architect, felt that it's important to keep the
garages off of the front of the elevations.

Prouty commented that another question that was raised was what was
the best way to deal with the existing problem with the existing
alley. Their solution was to have the private drive be two-way,

2
