Historic Preservation Commission <br />Meeting Minutes <br />August 17, 2015 <br />Page 7 of 11 <br />Karp said he could do a better job and would even pay the money pack. He is <br />convinced the design is prohibiting the success of the business. <br />Trice stated there are two options on how to process: <br />• Alteration Certificate to the Conservation Easement. Staff would not <br />recommend approval. <br />• Amend the Conservation Easement, which staff would support. <br />Watson stated there must be a legal hurdle that must be jumped to amend the <br />Conservation Easement. He asked Karp what timeline they are following. <br />Karp said there isn't any timeline at this point. <br />Watson asked the commission what concerns they have for the proposed <br />modifications. <br />Fahey stated she has concerns about the removal of the marquee and the Rex <br />Theater sign which are two elements designated as historical elements on the <br />Conservation Easement. <br />Watson asked staff why the marquee was considered a historical element if it <br />wasn't there before. <br />Russ stated the previous owner brought in the marquee, Rex Theater sign and <br />arches as multiple periods of elements which were once on the structure. We <br />have an opportunity with this applicant to come forward with a single historic <br />period. <br />Haley stated that is why it was a Conservation Easement and not a landmark. <br />Russ stated cities evolve and options forward. What has the city learned from <br />this initial process and what can we do now. <br />Watson says he doesn't have a problem with removing the marquee because it is <br />not attractive and it was an addition. However he believes the rest of the <br />elements allude back to a certain time period, especially the Rex sign. <br />Russ stated signs are considered in both the copy area and the sign copy. He <br />said the mesh represents the copy area, which is truly the historic character. He <br />said the sign copy has changed over time. <br />Watson is fine with moving forward with the concept except with removing the <br />Rex copy. <br />
