Open Space Advisory Board <br />Minutes <br />September 9th 2015 <br />Page 2 of 7 <br />L. Ember emailed out a Count Conservation Easement Map as was requested by <br />the board. <br />VI. Board Updates - <br />A. Christopher & Missy are continuing to work on a letter to City Council <br />regarding land aacquisition alternatives. <br />B. Christopher asked Jeff Lipton about the City Council's action on the Sam's <br />Club property. Jeff reported that the Council passed an urban renewal plan to enhance <br />development. <br />C. Laura asked if anyone had attended the City's wayfinding meeting on <br />September 3rd, and if the Open Space wayfinding plan had been represented as the <br />City discussed wayfinding. No one had (she hadn't either). Laura suggested that OSAB <br />and Open Space staff need to make sure that this parallel wayfinding plan doesn't <br />supersede or clash with the Open Space plan, but instead works together harmoniously. <br />Staff will coordinate with Public Works and arrange a future presentation. <br />VII. Public Comments on Items Not on the Agenda - <br />None <br />VIII. Discussion Item: Review Draft Preservation Master Plan <br />Presented by Lauren Trice, Planner I- Lauren is visiting various boards and <br />city entities to present the draft of a City Preservation Master Plan. The plan comes <br />from work by consultants and the City Planning Department. "Connection to the city's <br />heritage" was identified as one of the core values of Louisville during surveys. The plan <br />aims to make preservation voluntary and incentivized. Lauren shared four items on the <br />master plan that may overlap with Open Space interests to get the board's feedback: <br />— A "Junior Preservationist" Program. This consists of a worksheet for the <br />Louisville History Museum and a field trip at to the Museum designed for 4th grader <br />classes. <br />— Co- hosting meeting /events with other boards and community organizations. <br />— Creating interpretative signs for mining sites and other historical sites. <br />— A reconnaissance survey of cultural landscapes. This means studying how <br />humans have historically used the land rather than emphasizing individual buildings. <br />Linda asked if there was a plan for a time capsule. Lauren said that might be <br />something that the Historical Museum could pursue, but wasn't part of the Preservation <br />Master Plan. <br />Laura commented that OSAB has had a hard time getting funding for Open <br />Space property ecological survey /inventories, making Open Space funding for cultural <br />surveys on City Open Space properties seem unlikely. <br />Spencer asked about the difficulty in changing things that are deemed historical. <br />Will this plan make things harder for buildings to change and stay current? Will the <br />identified conservation area be the whole city or just local areas? Lauren emphasized <br />that the intent is to make historical preservation always voluntary and incentive -based <br />3 <br />
