Henderson PE, PTOE <br />Traffic Engineer / Principal <br />October 9, 2015 <br />Ms. Joliette Woodson, PE <br />City of Louisville <br />749 Main Street <br />Louisville, CO 80027 <br />RE: Proposal to Provide Traffic Engineering Support During the Design and Construction of SH <br />42 / Short Street <br />Dear Joliette, <br />Based on your request, STS has prepared this proposal to provide support to the City and KDG <br />Engineering during the design and construction of SH 42 / Short Street. The work that you have <br />requested includes: <br />• Assist KDG Engineering during the intersection design by answering questions related to <br />the traffic signal and modifying the signal design to accommodate the intersection <br />design; <br />• Conduct a signal warrant study; and <br />• Assist the City with the management of the traffic signal construction. <br />Scope of Services <br />1. Design Support to KDG Engineering. STS will answer questions posed by KDG <br />Engineering related to the traffic signal design and modify the signal design to <br />accommodate the intersection design. <br />2. Meetings. Two meetings with the City staff and KDG Engineering are assumed in the <br />fee estimate. <br />3. Signal Warrant Study. STS will conduct a signal warrant study based on the <br />requirements of the Manual on Uniform Traffic Control Devices' (MUTCD). The <br />following warrants will be evaluated: <br />• Warrant 1 — Eight -Hour Vehicular Volume <br />• Warrant 2 — Four -Hour Vehicular Volume <br />• Warrant 3 — Peak Hour <br />• Warrant 7 — Crash Experience <br />The study will be conducted based on the following scope. <br />a. Traffic Counts. The following count data will be collected on an average <br />weekday. <br />i. Approach Volumes. These data will be collected for 24 -hours on all three <br />approaches to the intersection. <br />Manual on Uniform Traffic Control Devices.
