Pa~l Zaffino, 1850 Regal, LoUisville, Colorado, stated that he <br />notice that the City of Boulder had put a moratorium on further <br />construction, temporarily, as they are concerned that the <br />additional growth of Boulder diminishes the quality of life for all <br />of the residents of Boulder. He commented that there are some in <br />Louisville and the surrounding area that feel the same way about <br />Eastern Boulder County. He wondered, if there was an end to the <br />City of Louisville's building, where the quality of life could be <br />maintained for its residents. Or, four (4) years from now, will <br />Louisville be looking for additional water sources to provide for <br />additional growth and will Louisville need that additional growth <br />to pay for the capital expansion that is needed to pay for this <br />pipeline? He stated that the Sierra Club will be having an <br />Executive Committee meeting tomorrow night at which they will take <br />a firm stance on the pipeline issue, and whether they will take <br />further action to see that an environmental impact statement should <br />be required before this project goes forward, and whether they will <br />take further actions. <br /> <br />Davidson: <br /> <br />Zafinno: <br /> <br />Davidson: <br /> <br />The pipeline will not be based on <br />the need to go further to pay it <br />off. We're going to pay it off with <br />money that exists. The advantage of <br />this kind of approach by not going <br />into debt is we're not committing <br />ourselves to more growth. <br /> <br />Do you feel comfortable that Council <br />has exercised all the options <br />possible to prevent any future <br />annexation from being annexed into <br />residential or commercial growth? <br />Is there any way to prevent that <br />from happening? <br /> <br />You have to realize that for <br />enclaves, they can force annexation. <br /> <br />Mayer: <br /> <br />One of the things that really <br />concerns me is that right now what <br />we're really developing is <br />residential. I.n fact, most of the <br />land left within the City is <br />commercial, not residential. We're <br />in a situation here that, if we <br />don't procure the water, then we <br />will not even be able to service <br />these existing areas for years to <br />come. <br /> <br />Davidson stated that it has been moved and seconded to authorize <br />the Mayor execute a modification to the agreement with the Northern <br /> <br />13 <br /> <br /> <br />
