Mr. Atwood said that all the BVSD
schools theaters were used extensively and basically the only time they could be
used was during the summer months.

Councilor Muckle inquired about Art in the Park. Ms. Jaross said that they have
looked at other communities and how they organized their programs, in particular
Loveland. Ms. Jaross said that Loveland had agreed to share the contracts and
other documentation that they use. Ms. Jaross also said that ultimately they plan
to have 11 sculptures but will start with 3. Ms. Jaross said that they will keep the
sculptures diverse.

Mr. Langford said that the Cultural Council would be putting on 3 concerts this
summer, one would be by a renowned jazz musician who relocated to the area
from New Orleans as result of Katrina, another will be a classic rock and roll
band and there will also be a blue grass concert.

5. Presentation/Oiscussion - Library Strategic Plan
Mayor Sisk requested those in attendance introduce themselves. Mayor Sisk
noted that the Library Board of Trustees was on the Advance Agenda for May
13th and asked Library Director Anne Mojo if everything could be covered during
the presentation tonight. Director Mojo said it might be better to see how tonight
went and make the determination after the presentation. Director Mojo indicated
that the service response was the heart of the plan. The first part of the plan was
to assess the community's needs, then to identify the gaps in services offered
and last to fill the gaps through better or more services. Director Mojo said that
trustees were paired with Library staff and she appreciated the time and effort
that the trustees put into developing this plan.

Mayor Pro Tem Marsella also expressed appreciation for the dedication and
precision that the trustees demonstrated in developing the Library plan.

Council Dalton said that plan would be an excellent budget tool.

Mayor Sisk expressed his appreciation for the work that the Board of Trustees
and the Library staff did on the plan and stated that he thought the plan was very
comprehensive. He asked why the statistics were still from 2006 and not 2007.
Director Mojo said that the comparison statistics would not be available until the
summer of 2008 and further stated that the reports for 2007 are not due until
March 15th. The Mayor stated he would be interested in reviewing those
statistics when they were available.

Mayor Pro Tem Marsella also said she would be curious to see that data
especially since 2007 would be the first full year of operation for the new library
building.

City Manager Fleming asked why the circulation of children's material was much
higher than the percentage of the population in that category and wondered if it
reflected the needs of the community. Eileen Patrick, trustee, said that it was a
volume issue. Children read more books than adult readers. She also indicated
