Mayer stated that in general he favored going along with the IGA <br />purchase, with some conditions: The drainage issue needs to be <br />resolved. He felt the way it's written, it's unclear. Looking at <br />2L, if there was any new development on the west corner and there <br />was additional drainage required across Lastoka, does 2L prohibit <br />Louisville from having any additional flow across Lastoka? <br /> <br />Griffiths: <br /> <br />The way 2L is currently written, it <br />requires that Louisville control the <br />development uphill to the west of <br />the property in such a fashion that <br />there is no additional flow onto the <br />Lastoka property. That is a <br />requirement that is in excess of the <br />legal requirements that currently <br />exist for the City of Louisville. <br /> <br />Mayer didn't feel it was fair of Lafayette to determine how <br />Louisville develops land to the west of Lastoka, over and above <br />existing State law, and the rights Louisville has under existing <br />State law for drainage. He felt it needed to be resolved. He felt <br />Council needed to decide at some point, whether they want to buy <br />the southern end of the property. He felt ballfields are a <br />critical decision Louisville has to make. Is that the best <br />location? Does it make sense? He felt the Council should express <br />an interest in participating in the IGA, but could they have some <br />additional time to work out some of the technical issues. <br /> <br />Hornbostel stated that for years people~have said that they want <br />this property for open space. She felt it was important that <br />Louisville is a part of this agreement. She did not believe that <br />buying this parcel of land is a priority for Louisville residents. <br />She knew that there were a lot of unresolved issues, such as <br />environmental clean-up and whose responsible, gas wells, coal <br />mines, etc., but she wants Louisville to be a part of this <br />agreement and the IGA. She is very committed to the ballfields <br />whether here or elsewhere. <br /> <br />Howard felt that one of the items missing from most of the <br />discussion was that what Council is talking about is "forever" for <br />Louisville. He felt it was important for Louisville to maintain <br />some level of control, since this is "forever", because no one <br />knows what the future will bring. He stated that the consensus is <br />that this property remain open space, which he felt was not <br />ballfields, or parks. He believed that Council should participate <br />in this agreement. He stated that it should be open space, real <br />open space, prairie dogs, etc. <br /> <br />Sisk supported participation in the IGA and purchasing Louisville's <br />interest in the Harney/Lastoka property. He was troubled by the <br />recurring idea that somehow the number of years that one lives in <br />Louisville gives that person a more senior right than the person <br /> <br />15 <br /> <br /> <br />
