that has just moved in. He strongly rejected that notion. He felt <br />all had the same rights, new and old. He wasn't sure that the <br />Lastoka property was the proper venue for ballfields. He requested <br />the City attorney to take a hard line on the fact that an agreement <br />has been made, which Sisk felt was valid, to sell the mineral <br />interests. He stated that he would reject any effort to try to get <br />for money for mineral rights, which were already included in the <br />original contract. <br /> <br />Hedding stated that, as much as he hated to spend $400,000.00, he <br />felt Louisville needed to participate in this to guarantee the open <br />space. He had a grave concern about the drainage issue, stating <br />that the language was not acceptable. He wasn't sure what Council <br />could do about the development on the north side of South Boulder <br />Road to guarantee that the drainage and runoff didn't change on the <br />south side. He stated that as far as the ballfields go, he has <br />many concerns about the mineral rights, gas wells, and coal. He <br />would prefer to see no development there, including ballfields, no <br />lights, just open space, thinking there are better locations for <br />the ballfields. He felt it would cost a lot of money to develop. <br /> <br />Davidson felt all of Council had listened to what the public had to <br />say at the recent public meeting. Council even changed their <br />method of payment to a method of payment, which had been suggested <br />at that meeting. He stated that some people would have Louisville <br />get involved in a $1.6 million speculative real estate development <br />deal. He didn't feel the City government should be involved in <br />real estate development. He explained that it would mean for every <br />household in the City, they'd be investing $300.00 of the citizens <br />money in a speculative real estate deal. Concerning the 1984-85 <br />IGA, a lot of people spoke on how you couldn't trust the County or <br />Lafayette. Louisville signed the IGA. Could you trust Louisville, <br />if they broke their word? Davidson stated that he is a strong open <br />space advocate. He envisioned on the property an area with native <br />trees and grasses, wandering trails, and a buffer between <br />Louisville and Lafayette. He stated that he will support <br />participating in this. He felt the drainage language needed to be <br />stricken, that Lafayette's trying to pull a fast one. He was not <br />in favor of renegotiating the contract. <br /> <br />Griffiths: <br /> <br />The comment from the Lafayette City <br />Attorney was that the drainage issue <br />needs to be resolved to the <br />satisfaction of Lafayette or it <br />could be a deal breaker. They are <br />not stating at this time that their <br />wording cannot be changed. They <br />said to me that they're going to be <br />requesting authority from their <br />Council to appoint a negotiating <br />committee consisting of the Mayor, <br />the City Manager, and the City <br /> <br />16 <br /> <br /> <br />
