FOR
ARCHITECTURAL AND RELATED CONSULTING SERVICES FOR THE NEW
LOUISVILLE POLICE AND MUNICIPAL COURT BUILDING

Davidson called for Staff presentation.

City Manager Bill Simmons reported the City is moving in a new direction to complete
the design and construction of the Louisville Police Department and Municipal Court
Building. The proposed contract is with Downing, Thorpe & James, Inc. (DTJ), Erik
Hartronft, Principal, to provide architectural and related consulting services for the new
building. He explained the City ended its contractual relationship with Roth + Shepard
Architects effective February 19, 2003. The proposed fee with DTJ for architectural and
engineering design is $228,400, is for all design services leading up to and including the
preparation of construction documents. The fee also includes an amount for bid and
negotiation services during the competitive bid process and for services during
construction. The total 2003 appropriation in the adopted capital projects budget is
$3,414,000. To date the City has paid Roth & Sheppard $171,000 for architectural fees.
Combining their fee with the proposed architectural fees for DTJ, the total could be up to
$399,400, which is in the acceptable range for the proposed size of the building. He
noted the Roth + Sheppard proposed fee for a 17,000+ sq. ft. building was approximately
$405,000. Simmons asked Erik Hartronft to review the construction schedule.
