Louisville City Council Meeting <br />March 4, 2003 <br />Page 3 <br /> <br />Erik Hartronft, Principal of Downing, Thorpe and James, Inc., 1881 Ninth Street, Suite <br />103, Boulder, CO, thanked Council for the opportunity to work with the City on the <br />project. He stated the goal is to move forward as quickly as possible. Currently, they are <br />refining the conceptual work and proposing some changes to increase efficiency. They <br />propose to have the plans before the Planning Commission in March and the Council in <br />May. They are targeting July to begin construction, with a completion of July 2004. <br /> <br />COUNCIL COMMENTS <br /> <br />Sisk asked for Chief Goodman's thoughts on working with Justice Facility Consultant, <br />Paul Katsampes. Goodman stated he has worked with Katsampes before and looks <br />forward to working with him on this project. He stressed Katsampes brings an in-house <br />security consultant to the project. <br /> <br />Sisk noted the project is currently three months behind schedule but voiced confidence <br />the building is in good hands with the change in architectural firms. <br /> <br />MOTION: Sisk moved that Council approve the Agreement Between the City of <br />Louisville and Downing, Thorpe & James, Inc., seconded by Keany. Roll call vote was <br />taken. The motion passed by a vote of 7-0. <br /> <br />RESOLUTION NO. 3, SERIES 2003 - A RESOLUTION APPROVING AN <br />AGREEMENT BETWEEN THE CITY OF LOUISVILLE AND THE DUTKO <br />GROUP, LLC, TO FURNISH LOBBYIST SERVICES TO THE US36 MAYORS <br />AND COMMISSIONERS COALITION <br /> <br />Davidson called for Staff presentation. <br /> <br />Assistant City Manager for Governmental Relations Heather Balser reported the US36 <br />Mayors and Commissioners Coalition; comprised of the Cities of Boulder, Louisville, <br />and Westminster, the Town of Superior, the City and County of Broomfield and Boulder <br />County, propose to engage a firm to lobby its position on US 36 transportation issues at <br />the regional, state and federal level. All members agreed to participate in the funding of <br />the lobbyist. The City of Louisville has budgeted $10,000, and will manage and execute <br />the contract, collect funds from the parties and hold the funds in a liability account and <br />pay the monthly bills as they are incurred. The Lobbyists service is between February 15, <br />2003 and February 15, 2004. She introduced Boulder County representatives. <br /> <br />Dickey Lee Hullinghorst, Boulder County Intergovernmental Relations Director, <br />introduced Clark Misner, Acting Director of Boulder County Transportation, and Chair <br />of the US 36 Transportation Mobility Organization. Speaking on behalf of the Mayors <br />and Commissioners Coalition, Hollilnghorst thanked Council for their willingness to <br />manage the Lobbyist contract. She thanked Mayor Davidson for his strong leadership <br />role in organizing the Mayors and Commissions Coalition, and Heather Balser for her <br />expertise and skill in the management of the project. <br /> <br /> <br />
